Deputy Head of Nghe An National Assembly Delegation: Quickly complete the income control mechanism for officials and civil servants
(Baonghean.vn) - Deputy Head of the National Assembly Delegation of Nghe An Province Tran Van Mao said that it is necessary to soon complete the mechanism for declaring assets, controlling and publicizing the income of cadres, civil servants and public employees in a practical and effective manner.

Speaking before the National Assembly, Mr. Tran Van Mao - Deputy Head of the National Assembly Delegation of Nghe An province expressed his basic agreement with the report of the Government, the Chief Justice of the Supreme People's Court, and the Chief Prosecutor of the Supreme People's Procuracy on the work of preventing and combating crime and law violations, and the work of preventing and combating corruption submitted to the National Assembly.
Delegate Mao assessed: "It can be said that along with the achievements in socio-economic development, in 2017 the security, political situation, social order and safety had positive changes, criminal activities were controlled and significantly reduced, especially social order crimes and dangerous crimes decreased sharply".
He said that in order to achieve these results, in addition to the Government's strong direction, there is also the responsibility and coordination of functional sectors in the fight against crime, law violations, and corruption.

Also according to the Deputy Head of the National Assembly Delegation of Nghe An province, regarding the work of preventing and combating corruption, voters strongly agree with and trust in the leadership of the Party, the drastic participation of the Government and judicial agencies in recent times.
Many corruption cases and serious violations of economic management order causing great losses of state assets have been promptly handled, demonstrating the Party and State's determination to fight corruption.
However, delegate Mao also pointed out a number of issues that the National Assembly, the Government, and judicial agencies are focused on directing: crime control has only stopped at mechanical numbers, and there has not been a major change in practice that impacts society;
The fight against corruption in ministries, branches and localities is still weak and not synchronous; the work of detecting and handling corruption in ministries and branches in many localities has not had strong and drastic changes as stated in the Government report; self-detection of corruption is a very weak area that has existed for many years, but there is still no effective solution to overcome it...
The number of economic and corruption cases discovered and handled through inspection, examination and supervision is too small compared to the actual situation. Delegates questioned whether the reason is because the team of officials working on law enforcement has not met the requirements, is not specialized, and because the criminals are highly qualified individuals and organizations with many sophisticated and cunning tricks to cover up their crimes.
The Government's report on anti-corruption work in 2017 showed that the number of people who declared their assets and income in 2016 was more than 1.1 million, of which 77 people had their assets and income verified. However, through the verification of assets and income, the competent authority only discovered and handled 3 cases of asset declaration violations. |
Referring to the issue of declaring and monitoring assets of officials and civil servants, delegate Mao stated that voters and public opinion believe that the number of discovered incorrect and dishonest declarations is still too small compared to the potential and hidden situation in reality, showing that corruption prevention measures are still formalistic and ineffective.
Income declaration, especially income outside of salary, gifts, presents, thanks, and hand-carried gifts, accounts for a very large proportion of total income, but there is no strict control mechanism and no sanctions to handle dishonestly declared assets or assets whose legal origin cannot be proven or explained.
“In addition, those with a lot of assets often find ways to “disperse” their assets by letting relatives, family members, and interest groups own large assets, or even buy gold, dollars, diamonds, and rare artifacts to hide them to avoid control,” added delegate Tran Van Mao.
Furthermore, the current anti-corruption law does not require officials and civil servants, especially those in leadership positions, to publicly disclose their asset declarations, making it difficult to assess the transparency of the declarations and making it impossible for people to access the asset declarations.
Deputy Head of the National Assembly Delegation Tran Van Mao suggested that in order to fight corruption promptly and effectively, it is necessary to increase publicity and transparency in declaring personal assets of officials and civil servants.
On the other hand, the National Assembly, the Government, central ministries, branches, and local authorities should soon complete legal documents regulating the mechanism for asset declaration and public disclosure, and control the income of officials, civil servants, and public employees in a practical and effective manner to avoid formality.
