PV:The question-and-answer session of Minister of Natural Resources and Environment Tran Hong Ha devoted a lot of time to land management. From local practice, what is your opinion on this issue?
Mr. Nguyen Thanh Hien:The questioning session of the Minister of Natural Resources and Environment had many contents that I personally, as well as the people of the whole country, and Nghe An voters, were very interested in. Especially the equitization of enterprises, surrounding the issue of loss in determining land value.
In fact, enterprise equitization is a very correct and appropriate policy of the Party and the State in the process of construction and development. Only by implementing the equitization process well can we quickly promote the reform, innovation and development of State-owned enterprises...
However, in the process of equitization, the determination of land value is not in line with the market. This is an issue that we need to pay close attention to, especially in the case of enterprises that, after equitization, convert land use rights, which can easily cause great losses to the budget. The issue that not only I but also Nghe An voters are concerned about is how to prevent this situation!
In my opinion, any enterprise after equitization, if it wants to transfer land use rights, the State must recover and conduct an auction. Because only then can we determine the correct value, and then carry out equitization to divest capital.
On the other hand, I am also very interested in determining the current land value. According to Circular 36 of the Ministry of Natural Resources and Environment, we currently have up to 5 options for determining land value, which can easily lead to each locality, depending on specific conditions, applying differently, thus leading to a situation where the general value cannot be determined...
Currently, in many other countries it can be applied well, but in Vietnam at this time there are still many shortcomings, especially the determination of land value is not close to the market. This is a problem not only in Nghe An but also in many other localities that are still concerned.
Looking at the price list of the Ministry of Natural Resources and Environment, we can see that it is very different from the market... In fact, in my opinion, we need to continue to revise Circular 36, so that we have the opportunity to bring land values in line with development requirements, close to the current market.
Land and environment are issues closely related to people's lives, linked to the sustainable development of the country, voters and people are particularly concerned. In fact, currently, land and water are increasingly polluted, mostly due to waste and scrap. That starts from water sources, the lack of good management of input projects, rural waste...
In fact, household waste is as much a threat to the environment as other sources of pollution. Due to lack of awareness and poor management, waste is being dumped into rivers, canals, lakes, and ponds, polluting water sources. When waste containing toxic substances is buried in the ground, it will affect the organisms and plants growing in the soil environment. These are the problems we are facing, so we need good measures and methods to deal with environmental problems.
Personally, I agree with the solutions proposed by the Ministry of Natural Resources and Environment. In particular, with the control of waste discharge activities of enterprises, based on a clear analysis of the situation, current status as well as implemented activities, achieved results, shortcomings, limitations..., in the solution section for implementation in the coming time, Minister Tran Hong Ha said that we will promote prevention and control of pollution sources, not allowing new polluting facilities to arise; at the same time, reduce polluting sources; continue to improve the legal system on environmental protection, have preferential policies for factories and industrial parks according to international standards, apply advanced science and technology to treat waste, recycle waste, reduce emissions...
From Nghe An's experience, I suggest that the Ministry should focus on reviewing all current situations related to the environment, from which measures can be taken to localize and handle them.
It is necessary to strictly and well control investment projects. In my opinion, we really need investment projects for development but need to choose projects with good technology, avoiding the situation of bringing in development projects but affecting the environment.
Along with that, it is necessary to strengthen inspection and examination of the responsibility of State management agencies from the central to local levels, especially the attitude of responsibility of management agencies. This is a long-standing problem that many inspection teams have been investigating but there has been no change. I think there needs to be a specific solution after the inspection, what is the post-inspection?
At the same time, it is necessary to propagate and mobilize people to understand, perceive, and take responsibility for contributing to solving problems from the grassroots level.
PV:How do you evaluate the response of Minister of Natural Resources and Environment Tran Hong Ha?
Mr. Nguyen Thanh Hien:The question and answer session with Minister of Natural Resources and Environment Tran Hong Ha on issues related to land management in big cities; environmental pollution and control of waste discharge activities of enterprises; measures to respond to climate change in regions and localities, especially in the Mekong Delta... took place enthusiastically and with frank debate.
This is the second time answering questions before the National Assembly, Minister Tran Hong Ha has a firm grasp of the issues, answering clearly and completely. In particular, the Minister frankly accepted responsibility for the shortcomings and proposed fundamental solutions that can fundamentally handle the hot issues on the natural resources and environment front. Ultimately, that is what every voter expects from the questioning session.
However, delegates and voters really need specific solutions and can confirm the time, who is responsible, how to do it in the future and who will be assigned to it...
