Deputy Head of Department of Central Psychiatric Hospital I forged medical records worth 85 million VND

The Investigation Police Agency - Hoan Kiem District Police (Hanoi) has just completed the investigation conclusion of the criminal case "Intentionally causing injury", requesting the People's Procuracy at the same level to prosecute the two defendants Le Thanh Tung (residing in Cau Den ward, Hai Ba Trung, Hanoi) and Vuong Sy Long (residing in Dong Xuan ward, Hoan Kiem) for the above crime.

Doctor Than Thai Phong was prosecuted for accepting bribes to falsify psychiatric records for criminals.

According to the case, on the night of October 27, 2017, Le Thanh Tung, Vuong Si Long and about 6 other young men went to a bar on Hang Tre Street (Hoan Kiem District) to drink alcohol. At about 1:30 a.m. on October 28, 2017, Tung's group met Do Hoang Hiep (residing in Dinh Cong urban area, Hoang Mai District) with Vu Thanh Long, Nguyen Huu Tho and some other people.

Because Tung had a previous conflict with Hiep, the two groups got into a fight. Tung's group used sharp knives and weapons to injure three young men in Hiep's group.

After a period of being on the run, on January 19, 2018, Le Thanh Tung was arrested by Hoan Kiem District Police according to a wanted notice.

At the police station, Tung did not admit to any of his crimes but said he was mentally ill and therefore did not cooperate during the investigation.

A few days later, Ms. Nguyen Thi C., Tung's biological mother, went to the police station to hand over Tung's inpatient psychiatric treatment record (copy) issued by the Central Psychiatric Hospital I - Ministry of Health on December 21, 2017. However, through professional measures, the police station found that the defendant Tung had signs of using a fake psychiatric medical record.

During the investigation, the police determined that after committing the crime, Tung planned to falsify his psychiatric records to escape punishment. Through an unidentified woman, Tung met Nguyen Tuan Son - a technician at the Nutrition Department (Central Psychiatric Hospital I) and asked him to take care of Tung from A to Z for 85 million VND.

Nguyen Tuan Son continued to ask Dr. Than Thai Phong - Deputy Head of the Department of Geriatric Psychiatry (Central Psychiatric Hospital I) to falsify Tung's psychiatric medical record.

It is known that the Investigation Police Agency - Hanoi City Police has decided to initiate a criminal case, prosecute the accused, execute an arrest warrant to temporarily detain Nguyen Tuan Son and Than Thai Phong for the crimes of "Bribery Brokerage" and "Receiving Bribes"; at the same time, prosecute Le Thanh Tung for the crime of "Giving Bribes".

The Investigation Police Agency - Hanoi City Police has sent an official dispatch requesting the Central Psychiatric Hospital I to provide information and documents to check dozens of patient files that were treated at this hospital for suspicion to serve the extended investigation.
