Coordinate the development of the Salary Reform Project for Party agencies, the Vietnam Fatherland Front and mass organizations

In August 2018, the Party Organization and Building sector proactively and actively researched, advised, and concretized policies and resolutions of superiors to synchronously organize the implementation of tasks and solutions and complete tasks according to the proposed work programs and plans.

At the Conference, representatives of the Organizing Committee of 8 provincial and municipal Party Committees, representatives of the Central Public Security Party Committee and the Central Military Commission spoke, emphasizing the general results of the Party Building and Organization sector in general and of each province in particular, and at the same time making recommendations to the Organizing Committee as well as the Central Committee to have directions for handling difficulties in the process of implementing the contents of Party building and organization work in localities, especially implementing Resolution 6 of the Central Committee (term XII).

In his concluding remarks at the conference, Head of the Central Organizing Committee Pham Minh Chinh discussed and answered recommendations and proposals from the provinces; the contents under the authority of the Central Organizing Committee will focus on directing the removal of difficulties and obstacles; the contents beyond the authority, the Central Organizing Committee will accept proposals for the Politburo, the Secretariat, and the Government to study and resolve.

Regarding the key tasks in September, comrade Pham Minh Chinh emphasized: the Party Organization and Building sector needs to continue advising the Party Committee to develop a plan to implement Resolution No. 26-NQ/TW on focusing on building a contingent of cadres at all levels, especially at the strategic level, with sufficient qualities, capacity and prestige, equal to the task; urgently deploy and carry out projects and tasks assigned by the Politburo, the Secretariat, and Party Committees at all levels to ensure quality and progress; proactively advise Party Committees at all levels to establish inspection teams to supervise the implementation of policies and resolutions on Party Organization and Building that have been issued.

The Head of the Central Organization Committee also requested that the Party Organization and Building sector continue to advise on the effective implementation of the 6th Central Resolution (12th tenure) on the arrangement of organization and apparatus in line with the actual situation of localities, agencies and units in the spirit of Conclusion No. 34-KL/TW, dated August 7, 2018 on the implementation of a number of pilot models according to Resolution No. 18-NQ/TW of the 12th Central Executive Committee; report on the results of 1 year of implementing Resolution 18-NQ/TW "Some issues on continuing to innovate and arrange the organization and apparatus of the political system to be streamlined, effective and efficient".

The Head of the Central Organization Committee also emphasized continuing to implement tasks regarding organizational structure and staffing;Review the situation of cadres under the management of the Party Committee to prepare for the personnel work of the next term; complete the "Regulations on exemplary responsibility of cadres and Party members, especially Politburo members, Secretariat members, and Central Executive Committee members"; continue to complete the Housing Policy Project for cadres, civil servants, and public employees in the political system; coordinate in developing the Project on reforming salary policies of Party agencies, the Fatherland Front, and socio-political organizations.

The sector also needs to promote training and fostering of cadres according to their positions, especially implementing the Plan to organize training courses to improve knowledge for leaders and managers at all levels; advising Party committees at all levels to continue to strengthen the work of building and consolidating grassroots party organizations in association with building the political system at the grassroots level; improving the quality of party members; continuing to monitor and grasp the situation of Party building and organization, building the political system, internal developments and political security of localities, agencies and units, especially in places where internal unity is not yet present and there are signs of disunity, in order to promptly take measures to handle the situation.

Comrade Pham Minh Chinh also requested the industry to proactively and actively implement the 3rd National Press Award on Party building named "Golden Hammer and Sickle" - 2018 with the motto "using positivity to push back negativity", "using beauty to eliminate ugliness", fighting degradation, corruption, negativity, and bureaucracy to create widespread and deep consensus in the whole society and among the people on Party building work; taking care to build a team of cadres to do increasingly better Party building organization work, "fighting negativity, harassment, and troubles in solving work".
