Before the new school year, while students are eagerly waiting for the first day of school, Ho Thi Lai - a 5C student at Tien Thuy Primary School (Quynh Luu) is busy with many worries. Lai lost her father at a young age, her mother is seriously ill. Her family is considered a particularly poor household in the commune. Therefore, when the new school year is about to begin, Lai's path to school is even longer because of the many difficulties she encounters...

Understanding Lai's situation, the People's Procuracy of Quynh Luu district visited, encouraged, and gave her 5 million VND to buy books and clothes for the new school year.

Ms. To Thi Hue (Lai's mother) shared: "To prepare for her to go to school at the beginning of the school year, in addition to the prescribed tuition fee, the family also had to buy a school bag, books, notebooks, health insurance, etc. When the Quynh Luu District People's Procuracy supported her, the family was very grateful and encouraged her to strive to overcome difficulties and study well so as not to disappoint everyone."

For Nguyen Van Cao - a student of class 2C, Quynh Hoa Primary School, the joy was multiplied when entering the new school year, he was supported by the Party Committee of Quynh Luu District Party Committee, helping him go to school. Cao lost his mother when he was young, his father often went to work far away, so the two sisters lived with their elderly grandparents. For many years, his family was among the poor households in the commune.

Touched when receiving the meaningful gift from the District Party Committee, Mr. Nguyen Van Huong (Cao's father) said that his wife died in a traffic accident, so he had to be a single father raising children and taking care of his elderly parents. Currently, there are 5 people in the family, and he takes care of all daily activities by himself. Because of the small income from his job as a construction worker, he often thought about not being able to afford to send his children to school. The help from the authorities of Quynh Luu district is truly a motivation for him and his children to strive to rise up.

Quynh Luu district currently has 1,785 orphans, including 54 children who have lost both parents. On July 24, 2023, the Standing Committee of the Quynh Luu District Party Committee issued Plan No. 186-KH/HU on mobilizing party members, cadres and people in the whole district to help orphaned students in difficult circumstances. The program is associated with the implementation of Conclusion No. 01-KL/TW dated May 18, 2021 of the Politburo (13th tenure) on continuing to implement Directive No. 05-CT/TW dated May 15, 2016 of the Politburo (12th tenure) on promoting the study and following of Ho Chi Minh's ideology, morality and lifestyle.

Responding to this activity, agencies, units and 33 communes and towns in the district have mobilized cadres, party members and people to support and donate in many forms to help and support orphaned students in difficult circumstances to continue going to school.

Mr. Nguyen Xuan Tuan - Deputy Secretary of the Party Cell, Deputy Director of Quynh Luu District Social Insurance said: "Implementing Plan 186 of the Standing Committee of the District Party Committee, the District Social Insurance Party Cell has mobilized cadres, party members and employees in the industry to participate in response at a rate of 100%. The Party Cell's Party Committee directly visited the family to visit, encourage and give 4.4 million VND to Ho Thi Ngoc Han - an orphaned student with difficult circumstances in village 8, Quynh Doi commune. Although the gift is not large, it shows the sharing of the District Social Insurance, thereby creating trust and motivation to help Han strive and excel in studying and training".

Plan 186 of the Standing Committee of the District Party Committee has not only spread widely in the block of agencies and units in the district, but 100% of communes and towns have responded with enthusiasm. Mr. Ho Dinh Quynh - Secretary of the Party Committee of Quynh Bang commune said: "On July 26, 2023, the Standing Committee of the Party Committee of the commune issued a Plan to mobilize party members, cadres and people in the whole commune to save money to help orphaned students in difficult circumstances.

On the eve of the new school year, the Party Committee, People's Council, People's Committee, Fatherland Front Committee of the commune, together with representatives of political organizations and the Public Security Department, raised 11 million VND and directly gave it to 22 orphans in difficult circumstances. With this support, the "Support to School" program will help children have more conditions, reduce some of the difficulties to continue to strive to study well and help their families escape poverty.

After nearly 2 months of implementing the Plan of the Standing Committee of the Quynh Luu District Party Committee, the Party cells and Party committees in the district have received help and financial support for studying for 211 orphaned students with difficult circumstances at schools in the area. Of which, the agency block received support for 41 children, the communes and towns received support for 170 children with a minimum support level of 300,000 VND/child/month; the support period for phase 1 is from September 2023 to the end of 2025.

After phase 1, Quynh Luu district will organize a summary and review of the circumstances of orphaned students to launch phase 2 of the program, striving to leave no orphans behind and no students having to drop out of school.

Mr. Le Xuan Kien - Standing Deputy Secretary of Quynh Luu District Party Committee said: Activities to support and give strength to orphaned students in difficult circumstances have been initiated by Party cells and Party committees in the district quite early to help them prepare carefully for the new school year 2023-2024. This practical and meaningful work not only contributes to promoting the tradition of "mutual love and support" but also adds confidence and determination, helping poor students and students in difficult circumstances feel secure to enter the new school year. From there, it contributes to the cause of promoting learning, promoting talents, and building a learning society in the district.
