Speaking at the first working session, Mr. Putin affirmed that half of the seats in the Russian Duma are directly elected by the people, showing the role of the people in forming the state apparatus. The President noted that political disagreements in the House of Representatives are inevitable, but the interests of the people must be placed above political ambitions. The Russian House of Representatives is responsible for drafting laws that must be based on consensus with the people. Therefore, the Duma must become a political bridge between the government and the people, helping to strengthen the connection with voters, thereby improving the quality of lawmaking.

With 343 seats (out of 450 seats), the United Russia Party guarantees itself a constitutional majority. Putin believes that succession is necessary. New members need to strive to devote their energy, intelligence, be attentive, professional, and uphold the traditions of the Russian Duma. They must have a deep understanding of the value of the law and be ready to defend national interests.

To put the Russian economy on a new growth trajectory, Russian President Putin said it is necessary to remove legal barriers, open up more opportunities for competition and development for investors. At the same time, it is necessary to protect the law for businesses.

President Putin set the most important task for the 7th Duma to focus on solving issues directly related to people's welfare such as education, health care, housing and environment.

At the end of his speech, the Russian president emphasized that “Russia's strength lies not only in its defense capabilities, but also in the unity of its people. It is “a force” that ensures the survival of all of us.”, and hoped that the 7th Russian State Duma would have a successful term.
