'Sweet fruit' after the merger process
(Baonghean.vn)- Grasping the viewpoints, goals, tasks and solutions stated in Resolution 06, after nearly 2 years of implementing the merger of 3 level 2 public service units, the Center for Investment, Trade and Tourism Promotion of Nghe An province has achieved encouraging results.
Merged from the Center for Enterprise Support and Development under the Department of Planning and Investment, the Center for Tourism Promotion under the Department of Tourism, the Center for Trade Promotion under the Department of Industry and Trade and 01 level 1 public service unit (the Center for Investment Promotion and Support of the province under the Provincial People's Committee) intoNghe An Provincial Center for Investment, Trade and Tourism PromotionUp to now, the new unit has promoted its effectiveness and efficiency, helping to streamline nearly 14% of the number of staff, reduce nearly 20% of regular expenses for autonomy, reduce the number of department-level leaders, the number of headquarters, working assets... and put into professional operation.

Looking at the chart above, it can be seen that the organizational structure of the units before and after the merger has changed significantly.
Accordingly, the structure of the leadership and management group has decreased significantly, on the contrary, the proportion of the expert group has increased, which is reasonable and in line with the direction of Plan No. 111-KH/TU dated January 2, 2018 of the Provincial Party Committee on the implementation of the Resolution of the 6th Conference of the 12th Party Central Committee "Some issues on continuing to innovate and reorganize the apparatus of the political system to be streamlined, effective and efficient".
After nearly 2 years of operation, the Nghe An Provincial Investment, Trade and Tourism Promotion Center has helped connect, welcome, and advise on investment procedures for many large business delegations coming to explore investment such as Sun Group Corporation, Nha Trang Bay Construction Investment Joint Stock Company, Cam Ranh Yacht and Resort Club Joint Stock Company, ZURU Group (New Zealand), AEON Mall Group, Thanh Cong Group, Vietnam Tobacco Corporation...
When investors come to work, the Center will provide them with a system of legal documents on investment, land planning, construction, zoning planning of 21 districts, cities and towns in the province, and on-site surveys of investment locations... Thanks to the dedicated work process, support and accompaniment with businesses from the beginning to learn about investment procedures until the project is completed and put into operation, the Center has received positive feedback from domestic and foreign investors and businesses.

In contrast to 2020, when trade and tourism promotion activities witnessed a quiet year, in 2021 the center has made efforts and tried to be creative, shifting from traditional trade and tourism promotion methods such as organizing fairs, Vietnamese village markets, surveying tours, welcoming Famtrip groups... to online meetings, online promotion through social networks such as Youtube, Zalo... to find new solutions.
At the end of August 2021, the Covid-19 epidemic situation in Vinh city as well as the whole Nghe An province became more complicated. The Provincial People's Committee issued Decision No. 3090/QD-UBND dated August 22, 2021 on supplementing a number of urgent measures for Covid-19 prevention and control in Vinh city. With the motto "overcoming difficulties, repelling the pandemic", the Center coordinated with the Provincial Military Command to urgently implement the "Zero-VND Booth" to give necessities and food to the poor and families with special difficulties in Vinh city.
Calling on and mobilizing businesses to support tons of vegetables, tubers, fruits, food and foodstuffs for the "Zero-VND Booths". After more than 01 week of implementation efforts, many outstanding results have been achieved, recognized by the government, all levels and sectors. This is an extremely meaningful, timely and practical activity, demonstrating the solidarity with the community to quickly repel the pandemic and stabilize the life of the Center.

In the last three months of 2021, the unit aims to promote and develop the brand of OCOP products and goods of Nghe An province in association with promoting domestic trade promotion activities and encouraging domestic consumption. Regarding tourism promotion activities, depending on the development of the Covid-19 epidemic, it will organize a working program and survey domestic and inter-provincial tourism products associated with the Vinh flight market with other provinces and cities in the country. Welcoming famtrip delegations from provinces to survey Nghe An tourism and stimulate tourism in the new normal period, while upgrading the scale and adding information counter activities at the arrival terminal of Vinh International Airport in a modern and convenient direction.

After nearly 2 years of operation, the Nghe An Provincial Investment, Trade and Tourism Promotion Center is a living proof of the efforts and endeavors of the staff and employees to "overcome difficulties and repel the pandemic" as well as the correct direction of the Provincial Party Committee and Provincial People's Committee in the process of arranging and reorganizing administrative units strongly and drastically as at present.
