The 79-year-old official left PyeongChang, South Korea, on the morning of February 18 and arrived at Incheon International Airport, Yonhap news agency reported. It appears he flew to Beijing, China, and from there flew to Pyongyang.

Mr. Chang had been suffering from a cold for two weeks in PyeongChang, a place known for its cold weather. He had attended the 132nd IOC Session and a series of other events, including the opening ceremony of the Games on February 9.

"I had to leave early to get medical treatment. There are many other IOC members here who also have colds," he said. "However, the PyeongChang Olympics are the most successful Olympics jointly organized by the two Koreas."
