Having been a delegate of the 12th National Assembly and the 16th Provincial People's Council, I now feel very honored and aware of my responsibility to be introduced by the Party Committee and the Vietnam Fatherland Front Committee as a candidate for the Provincial People's Council.
If I am elected by voters as a representative of the Provincial People's Council for the 2016-2021 term, I will have many advantages to fulfill my duties as a representative according to the law; I will focus on the following issues in my action program:
Firstly: I will closely contact voters, regularly contact and grasp their thoughts and aspirations, thereby synthesizing and honestly and fully reflecting voters' legitimate opinions and recommendations to the Provincial People's Council and competent state agencies; fully receive citizens according to regulations; proactively urge and follow up on the settlement of voters' opinions and recommendations; propose to the Standing Committee of the Provincial People's Council solutions to further improve the responsibility and effectiveness of settling voters' opinions and recommendations.
Second: Spend more time going to the field, grasping the situation and distilling specific opinions of voters to generalize into macro-level issues of the province, proposing the Provincial People's Council and the Provincial People's Committee to issue mechanisms, policies and solutions that are close to reality, in line with the people's wishes, highly feasible and in accordance with the law. Recommend to the Government and the Provincial People's Council to amend and supplement unreasonable policies in the current remuneration, salary and allowance regimes for commune and hamlet officials to improve the efficiency of the grassroots government apparatus. Regularly propagate, urge and supervise the implementation of the Resolutions of the Provincial People's Council to promote the effectiveness of the Resolutions in practice.
Third: As the Deputy Head of the Provincial People's Council's Legal Department, in the coming term I will closely monitor administrative reform, especially administrative procedure reform and improve the capacity, responsibility and ethics of civil servants and public employees to better serve the people and businesses. Strengthen supervision of the fight against corruption and waste; prevent and combat crimes and violations of the law, especially violations of the law on the environment, food safety and hygiene, and traffic safety and order. Regularly monitor the activities of judicial agencies to avoid wrongful convictions or missed crimes, ensuring human rights and civil rights as stipulated in the Constitution.
Fourth: Actively carry out tasks to strengthen solidarity with Tan Ky district (the locality where I am running for election), promote administrative reform, promote internal strength, attract all resources, and strive to make Tan Ky a well-off district in the Western region of the province by 2020 as set out in the Resolution of the 20th Tan Ky District Party Committee.
Fifth: As a female candidate, I will pay more attention and work for the advancement of women; actively monitor the implementation of laws on child protection and care; propose and recommend to the Provincial People's Council, Provincial People's Committee and relevant agencies to create conditions for children to develop comprehensively in terms of physical and mental health, especially children in special circumstances and children in difficult areas.
