Group 3, consisting of elected provincial People's Council delegates in Yen Thanh and Dien Chau districts, together with representatives of the Provincial Party Committee's Propaganda Department, the Provincial Fatherland Front Committee; the Departments of Finance, Natural Resources and Environment, Health, Agriculture and Rural Development, Justice, etc., basically agreed with the report on the socio-economic situation in 2015 presented by the Provincial People's Committee at the meeting. Many delegates were concerned about some low-achievement targets and the existing problems and difficulties.

The issue that many delegates are concerned about and mentioned is that the results of new rural construction have not met the set plan and the quality and sustainability of new rural construction are not high. Delegate Le Van Cam (Dien Chau district) stated: “The results of new rural construction in some places are being compromised, because in reality, there are some cases where communes have been recognized but still have 3 debts, including debt of criteria, debt of basic construction, debt of policies (debt of project bonuses, debt of announcement money). On the other hand, the creation of some changes in new rural areas is not clear and not good, especially in terms of criteria of increasing income, improving people's lives; consolidating the grassroots political system, security and order, social evils...”.

Agreeing with delegate Le Van Cam, delegate Truong Van Hien (Yen Thanh) said: "Along with the criteria, we need to pay attention to income to ensure more sustainable new rural construction."
Regarding the issue of concern to the provincial People's Council delegates, Director of the Department of Finance Nguyen Xuan Hai acknowledged the reality of "debt" in the construction of new rural areas, and affirmed: "Although the provincial budget is very difficult, in the past time, the province has tried very hard to arrange for localities to implement new rural areas, especially support for cement. Particularly for the issue of "debt" of localities, in September 2015, the Department of Finance issued instruction No. 2356/HD-STC to focus on solving this issue.
Accordingly, communes with completed projects, handed over for use and with final settlement will be handled 100% of the project value; completed projects, handed over for use but without final settlement will be handled 80%; newly started projects are 50%. Up to this point, the whole province has handled debts for 27 communes. As for the bonus announced for the Certificate of Recognition of 50 million/commune, when announced, the money will be provided immediately.

Based on concerns about the income criteria in the new rural construction not creating any changes, some delegates also suggested some solutions. That is to promote and have new ways to attract businesses to invest in agriculture and high-tech agriculture. Along with that, it is necessary to pay attention to developing household economy, associated with focusing on reorganizing production, restructuring agriculture, and reorganizing production in the direction of joint ventures and associations. At the same time, there must be mechanisms and policies for agriculture and rural areas that are "good enough", because for a long time, the policies have only been like "MSG".

In addition to the new rural area target, delegates also expressed concerns about some low cultural and social targets. Delegate Phan Van Tuyen (Yen Thanh) raised concerns: Currently, the target of building standard schools is not met. The most difficult problem is the physical facilities. Previously, schools had the resources to solidify schools to invest in completing physical facilities, but in recent years this source has been lost, making it very difficult to overcome, because investment in high schools is the province's capital and investment in middle schools, primary schools and kindergartens is the district and commune budget. Meanwhile, the district and commune budgets have almost nothing, for example, in Yen Thanh district, the annual budget revenue is only 5% of the total expenditure in the whole area. Therefore, it is recommended that the province increase the budget for investment in building school facilities.
