The National Assembly sets a target of GDP per capita reaching about 3,700 USD in 2021.
With 430/439 delegates in favor (89.21% of the total number of National Assembly delegates), the National Assembly officially passed the Resolution on the socio-economic development plan for 2021.
Continuing the 10th session program, this morning (November 11), National Assembly deputies voted to pass the Resolution on the socio-economic development plan for 2021.
Presenting the report on receiving and explaining the Resolution, Chairman of the Economic Committee ofNational AssemblyVu Hong Thanh said that some opinions said that in the context of the Covid-19 epidemic not being controlled, the GDP growth rate of about 6% is quite high, suggesting setting the target above 5% or from 5.5-6%.
Some people are concerned that if the general goal of “focusing on implementing the dual goal” is set, economic growth will be difficult to reach around 6%. Other opinions suggest that the targets should be specifically recorded as “achieved”, not “approximately”.

However, the Standing Committee of the National Assembly affirmed thatgrowth targetGDP in 2021 is built on the basis of estimated results of 2020, calculation, balancing of resources as well as reference to forecasts of some international organizations; context and situation of 2021.
“Setting a target of about 6% demonstrates the Government's determination to restore the economy after successfully controlling the Covid-19 pandemic, while also ensuring harmony and flexibility in implementing the goals for 2021,” Mr. Thanh said, asking the National Assembly to keep it as in the draft Resolution.
To achieve the set goals, the National Assembly sets out 11 main groups of tasks and solutions.
The Chairman of the National Assembly's Economic Committee said there was a proposal to consider reopening appropriate international commercial flights while ensuring absolute safety in preventing and fighting the Covid-19 pandemic./.
The Standing Committee of the National Assembly believes that in the context of the complicated developments of the Covid-19 pandemic in the world, the opening of international flights needs to be cautious and continue to be strictly controlled, following the developments of the pandemic. At the same time, to create conditions for the Government to operate flexibly, in accordance with the actual situation and developments, we would like to not accept this content.
The National Assembly requires transparency in the management of electricity and gasoline prices as well as other important and essential goods and services that affect people's production and consumption.
Strengthen price inspection and control combined with tax management to prevent and resolutely handle unreasonable price increases, especially for important raw materials and essential consumer goods; inspect, control and prevent acts of trade fraud, origin fraud, hoarding and market manipulation.

The National Assembly also requested the implementation of key socio-economic infrastructure projects, speeding up the construction progress of important transport projects, focusing on the North-South Eastern Expressway projects, Long Thanh International Airport and connecting expressways.
In addition, it is necessary to manage, exploit, and use natural resources effectively and sustainably, prevent and combat natural disasters, respond to climate change, protect the environment, and protect and develop forests.
In preventing and combating corruption, the National Assembly proposed practicing thrift and fighting waste; strictly handling serious, complicated corruption and economic cases that attract public attention; and continuing to perfect the corruption prevention mechanism.
National Assembly sets targets for 2021
1. Gross domestic product (GDP) increased by about 6%.
2. Average GDP per capita is about 3,700 USD/person.
3. The average consumer price index (CPI) growth rate is about 4%.
4. The contribution of total factor productivity (TFP) to growth is about 45-47%.
5. Social labor productivity growth rate is about 4.8%.
6. The rate of trained workers is about 66%, of which the rate of trained workers with degrees and certificates is about 25.5%.
7. Health insurance coverage rate is about 91%.
8. The poverty rate (according to multidimensional poverty standards) decreased by 1-1.5 percentage points.
9. The proportion of urban population supplied with clean water through centralized water supply systems is over 90%.
10. The rate of collection and treatment of urban solid waste is over 87%.
11. The rate of industrial parks and export processing zones in operation with centralized wastewater treatment systems that meet environmental standards is about 91%.
12. Forest cover rate is about 42%.
