The National Assembly agreed to continue implementing a number of policies to prevent and control the Covid-19 epidemic until December 31, 2023.
(Baonghean.vn) - On the morning of January 9, at the National Assembly House, under the chairmanship of National Assembly Chairman Vuong Dinh Hue, the National Assembly continued working according to the program of the 2nd Extraordinary Session to discuss and consider approving many important contents.

The National Assembly discussed and voted to pass a Resolution on continuing to implement a number of policies in preventing and fighting the Covid-19 pandemic and allowing the continued use of drug and pharmaceutical ingredient circulation registration certificates that expired on January 1, 2023 and have not been renewed in accordance with the provisions of the Pharmacy Law, with 468/473 National Assembly deputies present voting in favor, accounting for 94.35%.
Accordingly, the Resolution approving policies in Covid-19 prevention and control will continue to be implemented from January 1, 2023 to December 31, 2023, including:
Expenses for Covid-19 prevention and control of medical facilities, Covid-19 admission and treatment facilities and policies for people mobilized to participate in Covid-19 prevention and control that have been implemented before December 31, 2022 but have not been paid in full shall continue to be paid according to the provisions of Resolution No. 12/2021/UBTVQH15 dated December 30, 2021 of the National Assembly Standing Committee on allowing the implementation of a number of mechanisms and policies in the health sector to serve the Covid-19 prevention and control work and documents guiding implementation. The funds for implementing these expenses, policies and policies shall be transferred to 2023 for payment and accounting and final settlement in the 2023 budget year.

Payment of Covid-19 prevention and control costs for medical facilities and medical examination and treatment costs for Covid-19 patients will continue to be implemented in accordance with Resolution No. 268/NQ-UBTVQH15 dated August 6, 2021 of the National Assembly Standing Committee on allowing the Government to issue resolutions with some contents different from the provisions of the law to meet the requirements of Covid-19 prevention and control, Resolution No. 12/2021/UBTVQH15 and implementing guidelines.

The Resolution also regulates the use of drug and drug ingredient circulation registration certificates that expire from January 1, 2023 to December 31, 2024.
Accordingly, the registration certificate for circulation of drugs and pharmaceutical ingredients that expires between January 1, 2023 and December 31, 2024, and the registration facility submits an application for extension, and the registration certificate for circulation of drugs and pharmaceutical ingredients that has its implementation period extended according to the provisions of Clause 5, Article 6 of Resolution No. 12/2021/UBTVQH15 and has not been renewed in time according to the provisions of the Law on Pharmacy, shall continue to be used from the date of expiration to December 31, 2024, except in the following cases: Drugs and pharmaceutical ingredients are recalled according to the provisions of the law on pharmacy; there are signs of being unsafe for users and are temporarily suspended according to the provisions of the law on pharmacy; Drugs with a registration certificate for circulation with a validity of 03 years according to the provisions of the law on pharmacy. The Ministry of Health publishes a list of drugs and pharmaceutical ingredients with a registration certificate for circulation that can continue to be used according to regulations.

Also at the working session, there was discussion in the hall about adjusting the 2022 re-lending capital plan of localities, supplementing the 2021 regular expenditure estimate with foreign non-refundable aid capital and adjusting the 2021 unused budget estimate of the General Department of Taxation and the General Department of Customs; transferring the 2021 Covid-19 prevention and control budget of localities to the 2022 budget year.
