The National Assembly does not "wait for people to boil water"
National Assembly Chairman Vuong Dinh Hue emphasized that the National Assembly will not allow the situation of "boiling water waiting for rice from people" to happen, not waiting for draft laws to be submitted by drafting agencies before giving opinions.
Building on the achievements of the 5 years 2016-2020, especially the positive results of 2020 in implementing the dual task, under the leadership of the Party, the National Assembly and the Government continued to make efforts to prevent and fight the pandemic and implement the socio-economic targets of 2021 - the first year of the Party and National Assembly's term. In particular, leaving a strong impression on the image and role of the National Assembly at the First Session, demonstrating the image of an innovative, scientific, proactive, dedicated, unanimous and accompanying National Assembly with the Government.

In recent days, online meetings to review draft laws have become more familiar to members of the Law Committee. With a difficult draft law such as the Draft Law on Intellectual Property Amendment, the Standing Committee of the Committee has made plans in advance, coordinating with the Institute for Legislative Studies to organize online seminars to listen to experts, practitioners, and lawyers in this field. This approach ensures close coordination with agencies and listens to diverse opinions to improve the quality of review.
National Assembly Chairman Vuong Dinh Hue emphasized that the National Assembly will not allow the situation of "boiling water and waiting for rice from people" to happen, not waiting for draft laws to be submitted by drafting agencies before giving opinions, but the National Assembly will take an active role in leading legislative work, getting involved early, from afar, even "ordering" Government agencies to perfect the legal system.
That spirit has permeated every National Assembly delegate and agency of the National Assembly. Ms. Nguyen Phuong Thuy - Vice Chairwoman of the Law Committee said: "The spirit of working with utmost effort, enthusiasm, responsibility, and regularly working overtime, as the spirit emphasized by the National Assembly Chairman: Do all the work, not just finish the time. The initiative as well as the coordination between the National Assembly agencies, the contents submitted by the Government, the National Assembly leaders, the National Assembly agencies have researched in advance, the Government also has the receptiveness to receive, complete the project, complete the reports to ensure the content is of the highest quality".

Recently, an online monitoring meeting from both sides of the Committee for Culture and Education at the National Assembly House and departments, branches and sectors at the People's Committee of Tuyen Quang province was also held. Chairman of the Committee for Culture and Education Nguyen Dac Vinh affirmed that very early on, the Committee had developed a detailed plan and outline, assigned groups to conduct surveys, field research and on documents to have a quality monitoring.
"In the context of the epidemic, we think that this form is still effective, the two sides can still study the report together, exchange and discuss to reach a consensus on common perceptions as well as from the Committee side, there is a solid basis for us to issue monitoring reports on these areas" - Mr. Nguyen Dac Vinh said. The goal of innovation in the working style of each agency of the National Assembly is further motivated by the active, urgent, proactive, flexible, responsive and responsible working spirit of the National Assembly Standing Committee.
Mr. Hoang Minh Hieu - Standing Member of the Law Committee said that the innovations have a widespread meaning in the activities of the National Assembly Council, the National Assembly Committees as well as each National Assembly deputy. The National Assembly agencies and National Assembly deputies are proactive in early understanding the content of the National Assembly's program of activities, in the prevention of the Covid-19 epidemic, every week, the Standing Committee of the National Assembly Council and the Committees all report on this situation in their respective fields. The determination, discipline and order in activities are guaranteed. The working style of the National Assembly demonstrates the spirit of determination to innovate in order to not only adapt well to the current rapidly changing conditions, but still put the quality of work first.

Extraordinary meetings of the National Assembly Standing Committee, overtime working sessions, regardless of holidays, seminars to consult experts, working sessions between the National Assembly Chairman, Vice Chairmen of the National Assembly and Standing Committees of the National Assembly on draft laws... are proactive innovations in thinking and action so that the issued decisions have real meaning in response to the urgent demands and requirements of life.
Dr. Tran Thi Hong Minh - Director of the Central Institute for Economic Management Research commented: "The National Assembly has always accompanied, shared and supported the Government's policies on epidemic prevention and control as well as removing difficulties for production and business activities. Specifically, recently, the National Assembly passed Resolution 30, most of which is unprecedented solutions given to the Government to strengthen epidemic prevention. Next is Resolution 268 of the National Assembly Standing Committee on allowing the Government to issue resolutions with some contents different from the provisions of the Law to meet the requirements of epidemic prevention. And most recently, last Friday, the National Assembly Standing Committee issued Resolution 03 on supporting employees and employers affected by the epidemic from the surplus of the Unemployment Insurance Fund".
An innovative and creative National Assembly is demonstrated through actions and timely and meaningful decisions for the lives of the people and the country.
