The National Assembly requested the Government to promote appropriate decentralization and delegation of power along with strengthening inspection, supervision and control; promote the responsibility of leaders, promptly and effectively overcome the situation of shirking, evasion and lack of responsibility among some cadres and civil servants, and strictly handle violations.

The National Assembly's Resolution stated that it is necessary to promptly propose or issue, under authority, documents specifying mechanisms to encourage and protect cadres who dare to think, dare to do, and dare to take responsibility for the common good.

The National Assembly noted that it is necessary to strengthen administrative reforms, especially administrative procedures, continue to review and reduce business conditions and specialized inspection procedures, and strictly control the issuance of circulars and guidance documents to prevent the emergence of procedures and "sub-licenses".

The National Assembly requested the Government to ensure stability, consolidate the macro-economic foundation, control inflation, enhance the adaptability and resilience of the economy against negative external impacts. Manage fiscal policy with focus and key points. Study options to increase family deductions for personal income tax; be flexible in adjusting environmental protection tax on gasoline and oil products.

The Government focuses resources on implementing salary reform, reporting to the National Assembly the roadmap for salary policy reform at the 6th session of the 15th National Assembly.

Comprehensively inspect the life insurance market, focusing on investment-linked insurance; strictly control the granting of credit and capital use; protect investors' rights.

The Government directs the strict implementation of conclusions and recommendations of inspection, examination and auditing agencies; promptly handles and recovers to the State budget the revenues and expenditures that are not in accordance with regulations as concluded and recommended. Promote the practice of thrift and combat waste in all fields; strengthen the role of the State Audit in auditing, examining and controlling the management and use of public finance and assets.

The National Assembly also requested to review the system of legal documents, focusing on laws on bidding, auctions, planning, public investment, management and use of land, public assets, state budget, public finance, public-private partnership, and socialization of public services...

Detect and specifically identify contradictory, overlapping, loopholes, inadequacies, and problematic issues in relevant laws and sub-law documents, and report the review results to the National Assembly.

In some areas of social life, the National Assembly proposed effectively handling the shortcomings of textbooks, the surplus and shortage of teachers, and the lack of schools and classrooms.

The National Assembly emphasized that it is necessary to ensure national defense and security, maintain order and social stability, and stabilize livelihoods, especially in the Central Highlands, Northwest, Southwest, ethnic minority and mountainous areas.
