Regulations on the age of eligibility for first-time participation and re-election of Party Committee members for the 2025 - 2030 term
The Standing Committee of Nghe An Provincial Party Committee regulates the age of eligibility for first-time participation and re-election of Party Committee members for the 2025-2030 term.

Accordingly, in Circular No. 09-TT/TU on Party congresses at all levels, the Standing Committee of the Provincial Party Committee clearly stated: Time to calculate agejoin the committee(is the time to start organizing party congresses at each level): Grassroots level in April 2025; district level and equivalent in June 2025; provincial level in September 2025.
The time to calculate the age for participating in leadership positions of the People's Council, People's Committee, and National Assembly delegation is May 2026. The time to calculate the age for participating in leadership positions of the Fatherland Front and socio-political organizations is the time of congresses at all levels of each organization.
First time participantsParty Committee, the government, the Fatherland Front and socio-political organizations must still have at least one full term of office at the time of the start of the Party Congress at each level, the election time or the congress of each organization.
Comrades nominated for re-election to the Party Committee must have at least half of their term (30 months) remaining at the time of organization.Party Congressat each level.
Cadres re-elected to Party committees may be re-elected to leadership positions in the government, the Fatherland Front, and socio-political organizations, but must still have at least 18 months of work remaining at the time of election or congress of each organization.
Accordingly, regarding the age of Party Committee members for the 2025 - 2030 term,Standing Committee of Provincial Party Committeeregulations:
* Comrades joining the Party Committee for the first time:
For provincial level:Male born from September 1968, female born from May 1972 onwards (in case female cadres are allowed to retire at the age of 60 according to the law, they must be born from September 1970 onwards).
For district level:Male born from June 1968, female born from February 1972 onwards.
For commune level:
- Commune-level officials and civil servants (according to Decree No. 33/2023/ND-CP, dated June 10, 2023 of the Government): Males born from April 1968, females born from January 1972 onwards.
- Commune-level Police Chief: Must have at least 5 years (60 months) of remaining working time according to the regulations on retirement age stated in the Law on People's Public Security (amended and supplemented in 2023).
- Non-professional cadres: District, city and town Party Committees shall, based on the characteristics and situation of the locality, prescribe the age of participation in the Party Committee for non-professional cadres in accordance with the spirit of Conclusion No. 64-KL/TW, dated May 28, 2013 of the 11th Party Central Committee.
* Comrades nominated for re-election to the Party Committee
For provincial level:Male born from April 1966 onwards, female born from September 1970 onwards (in case female cadres are allowed to retire at the age of 60 according to the law, they must be born from March 1968 onwards).
For district level:Male born from March 1966, female born from August 1970 onwards.
For commune level:
- Commune-level officials and civil servants: Male born from January 1966, female born from June 1970 onwards.
- Commune-level Police Chief: Must have at least 30 months of remaining working time according to the regulations on retirement age stated in the Law on People's Public Security (amended and supplemented in 2023).
- Non-professional cadres: District, city and town Party Committees shall, based on the characteristics and situation of the locality, prescribe the age for re-election to the Party Committee for non-professional cadres in accordance with the spirit of Conclusion No. 64 - KL/TW, dated May 28, 2013 of the 11th Party Central Committee.
For armed forces:The age of participation in the Party Committee is based on the retirement age stipulated in the Law on Officers of the Vietnam People's Army and the Law on the People's Public Security (amended and supplemented in 2023). Comrades participating in local Party Committees shall comply with the general regulations on the age of participation in Party Committees at all levels; comrades participating in Party Committees in Military and Border Guard Party Committees shall comply with the guidance of the Central Military Commission; comrades participating in Party Committees in Public Security Party Committees shall comply with the guidance of the Central Public Security Party Committee.
For administrative agencies, public service units, and enterprises:
- Secretaries who are heads and deputy secretaries of Party committees in Party agencies, authorities, the Fatherland Front, socio-political organizations, and public service units; secretaries or deputy secretaries who are chairmen of the board of members (board of directors), general directors, deputy secretaries in charge of Party work in state-owned enterprises, financial institutions, etc. with at least 1 year (12 months) of working age remaining, if they have sufficient qualities, capacity, health, credibility, and have completed their tasks well or better and are approved by the competent authority, can be considered to continue participating in the Party committee for the 2025-2030 term until they reach retirement age.
- For other types of enterprises: Depending on the actual situation of the unit, the structure of secretary, deputy secretary, and party committee members is associated with the key leadership positions of the enterprise.
District, city, town party committees and affiliated party committees shall, based on the characteristics and situation of the locality, agency, unit and the above regulations, guide the age of participation in the Party Committee for leaders and managers of all types of affiliated agencies and enterprises.
