New regulations on the number of deputy directors of departments, job positions in public service units and many policies take effect from November 2020

Preschool education development policy
Effective from November 1, 2020, Decree No.105/2020/ND-CPissued on September 8, 2020 by the Government regulating a number of policies for preschool education development including: Policies for preschool education institutions; policies for children; policies for preschool teachers.
Pedagogical students are supported with tuition and living expenses.
According to Decree No.116/2020/ND-CPissued on September 25, 2020 by the Government, from November 15, 2020, pedagogical students will receive state support for tuition fees and 3.63 million VND/month to cover living expenses during their studies.
Reward policy for students winning national and international awards
Decree No.110/2020/ND-CPissued on September 15, 2020, regulating the reward regime for students, pupils and trainees who win prizes in national and international competitions, effective from November 1, 2020.
The Decree stipulates that students and trainees who win prizes in international Olympic competitions in subjects, international science and technology research competitions, and world vocational skills competitions will be rewarded at the following levels: Gold medal or first prize 55 million VND; Silver medal or second prize 35 million VND; Bronze medal or third prize 25 million VND; Encouragement 10 million VND.
Students and trainees who win prizes in the Asian Olympiad in subjects and the Asian vocational skills competition will be awarded at the following levels: Gold medal 35 million VND; Silver medal 25 million VND; Bronze medal 10 million VND; encouragement 8 million VND.
Students and trainees who win prizes in the Southeast Asian vocational skills competition will be awarded at the following levels: Gold medal 25 million VND; Silver medal 10 million VND; Bronze medal 8 million VND; Encouragement 5 million VND.
Students and trainees who win prizes in national competitions specified in Clause 1, Article 2 of this Decree shall be awarded at the following levels: First prize 4 million VND; Second prize 2 million VND; Third prize 1 million VND.
Regulations on job positions in public service units
Decree106/2020/ND-CPDecree dated September 10, 2020 of the Government on job positions and number of employees in public service units takes effect from November 15, 2020.

The Decree specifically stipulates 2 bases for determining job positions and 3 bases for determining the number of employees.
The Government requires that by June 30, 2021 at the latest, the Minister of the Ministry managing the sector or field must issue a document guiding the positions of management leaders and specialized professional titles, the structure of civil servants according to professional titles and the number of employees for public service units in the sector or field assigned to him/her; the Minister of Home Affairs shall issue a document guiding the positions of specialized professional titles used in common use and support and service of public service units.
No later than 03 months from the date the Minister of the sector or field management and the Minister of Home Affairs issue the guiding document, ministries, sectors and localities must approve the job positions and staff structure according to professional titles of public service units under their management.
Amending regulations on the number of Deputy Directors of Departments and Deputy Heads of Divisions
Effective from November 25, 2020, Decree107/2020/ND-CPissued on September 14, 2020 amending and supplementing a number of articles of Decree No.24/2014/ND-CPApril 4, 2014 of the Government regulating the organization of specialized agencies under the People's Committees of provinces and centrally run cities.
According to the Decree, each department has an average of 3 Deputy Directors. Based on the number of established departments and the total number of Deputy Directors, the Provincial People's Committee shall decide the specific number of Deputy Directors of each department accordingly. Particularly for Hanoi and Ho Chi Minh City, in addition to the total number of Deputy Directors according to the average regulations, each city may increase by no more than 10 Deputy Directors.
The Decree also supplements regulations on the number of Deputy Heads of specialized and professional departments under the Department. Specifically, departments under the departments of Hanoi and Ho Chi Minh City with less than 10 civil servant positions, departments under the departments of the provincial level of type I with less than 9 civil servant positions, and departments under the departments of the provincial level of type II and type III with less than 8 civil servant positions are assigned 1 Deputy Head of Department.
Reduce 1 Deputy Head of District-level Professional Agency from November 25
Effective from November 25, 2020, Decree No.108/2020/ND-CPissued on September 14, 2020 by the Government amending and supplementing a number of articles of Decree No.37/2014/ND-CPon the organization of specialized agencies under the People's Committees of districts, towns, cities under provinces and centrally run cities (district level).
Decree No. 108/2020/ND-CP stipulates that on average, each specialized department under the district-level People's Committee has 02 Deputy Heads of Department. Based on the number of specialized departments established and the total number of Deputy Heads of Department, the district-level People's Committee shall specifically decide on the number of Deputy Heads of Department of each specialized department accordingly. Previously, Decree No. 37/2014/ND-CP stipulated that the number of Deputy Heads of specialized departments under the district-level People's Committee shall not exceed 03 people.
Fines up to 200 million VND for administrative violations in the medical field
Decree No.117/2020/ND-CPissued on September 28, 2020 by the Government regulating administrative sanctions (VPHC) in the health sector, effective from November 15, 2020.
The Decree stipulates that the maximum fine for administrative violations related to population is 30 million VND for individuals and 60 million VND for organizations.
The maximum fine for administrative violations in preventive medicine and HIV/AIDS prevention and control is 50 million VND for individuals and 100 million VND for organizations.
The maximum fine for administrative violations related to health insurance is 75 million VND for individuals and 150 million VND for organizations.
The maximum fine for administrative violations in medical examination and treatment, pharmaceuticals, cosmetics and medical equipment is 100 million VND for individuals and 200 million VND for organizations.
From November 1, no criticism of students in front of school or class
According to Circular No. 32/2020/TT-BGDDT of the Ministry of Education and Training on the Charter of Junior High Schools, High Schools and Multi-level General Schools, from November 1, 2020, students who violate shortcomings in the learning and training process must not be disciplined by criticizing them in front of the class or school.
11 standards for evaluating the quality of distance university training
According to Circular 39/2020/TT-BGDDT of the Ministry of Education and Training promulgating standards for assessing the quality of university-level distance training programs, effective from November 25, 2020, there are 11 standards for assessing the quality of university-level distance training programs, including: 1- Objectives and output standards of the training program; 2- Template describing, structure, and content of the training program; 3- Teaching and learning activities; 4- Activities to test and evaluate learners' learning outcomes; 5- Team of lecturers and researchers; 6- Staff; 7- Learners and learner support activities; 8- Technology infrastructure, equipment and learning materials; 9- Management of training program implementation; 10- Ensuring and improving the quality of training programs; 11- Output results.
Working regime of lecturers at pedagogical colleges
Circular 36/2020/TT-BGDDT on working regime of lecturers at pedagogical colleges takes effect from November 20, 2020.
Accordingly, the working regime of lecturers at pedagogical colleges and lecturers at colleges teaching groups of college-level teacher training majors under the management authority of the Ministry of Education and Training is stipulated as follows:
- The working time of lecturers during the school year is 44 weeks (equivalent to 1,760 administrative hours).
- Teaching time in the training plan is calculated in standard teaching hours, in which a 50-minute direct theoretical lecture in class (or online) is counted as one standard teaching hour.
For teaching content of a special nature, direct classroom (or online) lectures of over 50 minutes will be converted appropriately by the principal of the pedagogical college.
- The standard teaching hours of a lecturer in an academic year are regulated from 270 to 420 standard teaching hours (equivalent to 810 to 1,260 administrative hours).
In which, the standard hours for direct teaching in class (or online) must ensure at least 50% of the prescribed norm.
