New regulations on promotion of teacher professional titles
The standards, conditions, content, and form of the exam for promotion of professional titles of public preschool and primary school teachers have just been stipulated in Circular No. 20/2017/TT-BGDDT.
The Circular has 3 chapters and 10 articles, regulating issues related to exams to promote professional titles of public preschool and primary school teachers from grade IV to grade III, grade III to grade II and grade II to grade I.
The subjects of application are teachers and educational managers (hereinafter referred to as teachers) who are performing teaching and educational duties in public preschool, general education, and specialized education institutions or are teaching continuing education programs in provincial/district-level continuing education centers, district-level vocational education and continuing education centers (hereinafter referred to as educational institutions) and have been ranked according to the professional title standards of teachers; relevant organizations and individuals.

Teachers taking the exam for promotion to professional title must meet the following standards and conditions:
- Educational institutions have a need for a job position of a professional title in the registered exam category and are sent by a competent authority to take the exam.
- Evaluated by competent authority as having completed tasks well or better during 3 consecutive years of work up to the deadline for submitting application documents.
- Have sufficient training, professional qualifications and expertise for the job title in the registered exam category.
When applying this Circular to take the promotion exam, pre-university teachers must have sufficient training, fostering qualifications, and professional competence of the professional title at the registered exam rank according to the regulations on professional title standards for pre-university teachers issued by the Ministry of Education and Training.
Teachers participating in the promotion exam must take 4 subjects: general knowledge, professional knowledge, technical knowledge, information technology and foreign language (except for those exempted from foreign language and information technology exams).
The professional and technical examination for the exam to promote the professional title of teachers from level II to level I is conducted in the form of presentations and direct interviews. Teachers taking the exam prepare a report according to the instructions on the content of the exam, present (maximum 15 minutes) and participate in a direct interview (maximum 15 minutes).
The remaining contents will have different exam formats (essay/multiple choice/conclusion between essay and multiple choice/practice…). The head of the competent authority organizing the promotion exam decides to choose the appropriate exam format.
This Circular takes effect from October 3, 2017 and replaces Circular No. 34/2010/TT-BGDDT dated December 8, 2010 of the Ministry of Education and Training regulating the content and form of the exam to promote senior secondary school teachers.
