New regulations on hazardous waste transportation in Nghe An

(Baonghean.vn) - On January 6, 2023, the People's Committee of Nghe An province has just signed and issued Decision No. 02/2023/QD-UBND regulating the routes and transportation time of hazardous waste and ordinary industrial solid waste that must be treated in the area.

Accordingly, in addition to the regulation that the scope of regulation is the routes in Nghe An, the subjects of application are agencies, organizations and individuals related to transportation.hazardous wasteandgeneral industrial solid wastemust be treated on the roads in Nghe An. These waste groups are clearly defined according to the provisions of the Law on Environmental Protection and Circular No. 02/2022 of the Ministry of Natural Resources and Environment. Specifically, the Decision has the following main contents:

+ Routes and time for waste transportation: In Vinh city and districts, all routes are allowed to operate, except for prohibited routes according to regulations. For districts and towns, in addition to routes within urban areas (urban roads) and roads outside urban areas (national highways, provincial roads, district roads and specialized roads... outside urban areas).

+ Permitted transportation time: in Vinh City, for hazardous waste, from 10:00 p.m. to 5:00 a.m. the next day; for industrial solid waste: routes with limited traffic time are implemented according to Decision No. 70/2016/QD-UBND, Decision No. 30/2022/QD-UBND of the Provincial People's Committee and other legal regulations; other routes: transportation time is from 8:00 a.m. to 4:00 p.m. and from 9:00 p.m. to 6:00 a.m. the next day.

For districts and towns: hazardous waste from 9:00 p.m. to 5:00 a.m. the next day and normal industrial solid waste from 8:00 a.m. to 4:00 p.m. and from 9:00 p.m. to 6:00 a.m. the next day.

+ In the above regulation, the Provincial People's Committee also assigns responsibility to relevant agencies and units in waste transportation, including waste source owners, transportation units, People's Committees of wards, communes, towns, and district-level People's Committees, responsible for declaring, managing and organizing transportation, strictly complying with legal regulations when transporting; managing and using means of transport.transport waste on the right routeand time, installationGPSFor means of transport, there is a plan to overcome problems and be responsible during the process of transporting waste according to regulations.

The People's Committee assigned the departments, specifically the Department of Natural Resources and Environment, the Department of Transport and the Provincial Police, according to their state management functions, to coordinate with each other to manage, monitor, supervise and handle waste transport vehicles according to regulations; inspect, remind and handle relevant units; provide operational data of waste transport vehicles through the journey monitoring system in the area when requested.

The Department of Information and Communications coordinates with the Department of Transport and People's Committees of districts, cities and towns and mass media agencies to organize propaganda so that agencies, organizations and individuals seriously implement this decision.

The decision takes effect from January 18, 2023./.
