Regulations on driving test for people with disabilities 2025?

Reply:Pursuant to Article 13 of Circular 12/2025/TT-BCA, regulations on driving tests for people with disabilities are as follows:

Driving test for people with disabilities

1. Examination for issuance of A1 class driving license to drive three-wheeled motorbikes

a) Candidates take the theoretical test and the driving test in the form according to the content and process specified in Clauses 1 and 2, Article 4 and Appendix III issued with this Circular; take the test at a driving test center or driving practice ground used for testing motorbike drivers with sufficient conditions, with two examiners directly scoring;

b) Examination form according to regulations in National technical regulations on road motor vehicle driving test centers.

2. Examination for automatic class B driving license

a) Examination to grant automatic class B driving license to disabled people with right foot, right hand or left hand: candidates must complete all examination contents and procedures specified in Article 4 of this Circular; examination at driving examination center, with two examiners sitting in the car to directly score the driving examination content in the picture and on the road;

b) Examination to issue automatic class B driving license for disabled people, except for disabled people with right foot, right hand or left hand: candidates must complete all examination contents and procedures specified in Article 4 of this Circular; take the examination at the driving test center.

Thus, the regulations on driving tests for people with disabilities in 2025 specifically are:

1. Examination for issuance of class A1 driving license to drive three-wheeled motorbikes: Candidates take the theoretical test and the driving test in the diagram according to the content and process specified in Clauses 1 and 2, Article 4 and Appendix III issued with Circular 12/2025/TT-BCA

Test at a driving test center or driving practice ground used for testing qualified motorcycle drivers, with two examiners scoring directly;

- The test form is according to the regulations in the National Technical Regulations on road motor vehicle driving test centers.

2. Examination for automatic class B driving license

- Examination to grant automatic class B driving license for people with disabilities in the right foot, right hand or left hand: candidates must complete all examination contents and procedures specified in Article 4 of Circular 12/2025/TT-BCA;

Test at the driving test center, two examiners sit in the car to directly score the driving test content in the picture and on the road;

- Examination to grant automatic class B driving license to people with disabilities, except for people with disabilities of the right foot, right hand or left hand: candidates must complete all examination contents and procedures specified in Article 4 of Circular 12/2025/TT-BCA;

Test at the driving test center.
