Today, the People's Council of Nghe An province, term XVIII, 2021 - 2026, solemnly opened the 11th session - the regular session at the end of 2022.

On behalf of the meeting chairman, I respectfully send my best wishes to the distinguished guests, delegates of the Provincial People's Council, all voters and people of the province.

Dear meeting!

From the beginning of 2022 to now, with a positive, proactive, flexible and highly responsible spirit, the Provincial People's Council has successfully organized 1 regular session and 5 thematic sessions, passing 84 resolutions. The adopted resolutions have been effectively serving the implementation of socio-economic development goals and tasks, ensuring national defense, security and foreign affairs of the province. Including urgent, urgent and important tasks such as: Deploying 3 National Target Programs; adjusting the public investment plan for 2022; investment policies and adjusting investment policies of public investment projects;...

To prepare the content of this session, the agencies of the Provincial People's Council, the Provincial People's Committee and relevant departments, branches and units have proactively coordinated closely in performing assigned tasks. The review work of the Standing Committee and the Provincial People's Council Committees on reports, submissions and draft resolutions submitted to the session has been carried out early, seriously, thoroughly and ensured quality; at the same time, many surveys have been organized to collect information for the review and questioning activities. The Provincial People's Committee and relevant branches and levels have actively coordinated, seriously accepted and explained satisfactorily.

According to the approved program, at this session, the Provincial People's Council will consider and decide on many important contents.

The first,The Provincial People's Council will review reports of the Provincial People's Committee, inspection reports of the Standing Committee of the Provincial People's Council, and the Economic and Budget Committee on the implementation of the 2022 socio-economic development plan, the 2023 socio-economic development plan; results of the implementation of the 2022 budget revenue and expenditure estimates; estimates and budget allocation plans for 2023; the situation and results of the implementation of the 2022 public investment plan, and the expected public investment plan for 2023.

Propose that the Provincial People's Council delegates carefully study the reports and submissions, focus on discussing and analyzing the context and characteristics of the situation in 2022, the positive results, the limitations, difficulties, obstacles that need to be resolved, the challenges that need to be overcome; identify objective and subjective causes and lessons of practical value; along with that, identify and forecast the situation well in the coming time to consider and decide closely and accurately on the general goals, basic targets and main tasks and solutions on socio-economic development, finance, budget, and public investment in 2023.

Monday,The Provincial People's Council will discuss and consider approving 19 draft resolutions on the fields of socio-economics, national defense and security. Delegates are requested to focus on studying and discussing the principles, objectives and policies of each resolution; thoroughly analyze and evaluate the impacts of policies and specific contents stipulated in the resolution to ensure that the Provincial People's Council's resolution is unified and highly unanimous when making decisions, creating convenience and efficiency in organizing and implementing.

TuesdayAt this session, the Provincial People's Council conducts supervision through research, review, and comments on reports of the Provincial People's Committee, the Standing Committee of the Provincial People's Council, the Committees of the Provincial People's Council, and a number of agencies and units submitted at the session according to regulations.

This session will review two reports on the results of the Provincial People's Council's thematic supervision of the State management of minerals in Nghe An province and the implementation of the Provincial People's Council's Resolutions on land recovery and change of land use purposes according to the provisions of the Land Law to implement works and projects in Nghe An province in the period of 2016 - 2021.

The meeting will conduct a question-and-answer session with two contents of special interest to the people and voters: Prevention and overcoming of consequences caused by natural disasters, especially the impact of floods; management and operation of irrigation and hydroelectric reservoirs during the rainy and flood season; allocation of counterpart funds of the province to implement programs, projects and investment policies in ethnic minority areas according to the prescribed structure of each program, project and policy to promote all resources to invest in ethnic minority areas for rapid and sustainable development.

Propose that the Provincial People's Council delegates analyze and evaluate the achieved results, shortcomings, limitations and difficulties in the implementation of regulations, mechanisms and policies of the authorities at all levels, identify objective and subjective causes and propose appropriate and effective solutions. In addition, it is recommended that the delegates pay attention to and discuss the results of resolving voters' opinions and recommendations, and the implementation of the conclusions of the questioning session at the 7th Session of the Provincial People's Council so that delegates, voters and the people of the province can monitor and supervise more fully.

To successfully complete the meeting agenda, we request that the delegates of the Provincial People's Council uphold their sense of responsibility, promote their intelligence, carefully study the contents, actively discuss in the Group and the Hall, participate in questioning, clearly express their opinions, especially on issues with different opinions, to create high unity for the People's Council to make decisions in accordance with the law, in accordance with the practical situation. We request that the leaders of agencies, units and localities invited by the Provincial People's Council to attend the meeting fully participate and actively contribute to the contents of the meeting.

During the session, the Provincial People's Council organized an online telephone line to receive voters' suggestions and feedback. It is requested that press, radio and television agencies strengthen information and propaganda work to promptly, fully and accurately convey the activities at the parliament to voters and all classes of people.
