Delegates discussed and contributed many enthusiastic opinions to the Political Report presented to the Congress; expressed concerns, expectations and proposed solutions to successfully implement the Resolution of the new term...

In the Political Report presented to the Congress by Comrade Ho Duc Phoc, Secretary of the Provincial Party Committee, he affirmed the achievements in all fields during the past term of the province; assessed and analyzed the shortcomings and limitations and proposed goals and solutions to successfully implement the Resolution of the 18th Provincial Party Congress and Resolution 26 of the Politburo.

All delegates expressed their high agreement with the Review Report of the Executive Committee, the Standing Committee of the Provincial Party Committee for the 2010-2015 term presented by Comrade Nguyen Xuan Duong, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee. The report pointed out the limitations, shortcomings as well as responsibilities and lessons learned during the past term.

That is: we must constantly maintain solidarity and unity, and take care of comprehensive and long-term issues. At the same time, we must know how to choose key issues, key points, and breakthroughs. We must attach importance to mobilizing the combined strength of the masses, and strengthen the role of inspection and supervision.

The lively, democratic, and practical atmosphere of the Congress was clearly demonstrated through the enthusiastic opinions of the delegates. Delegate Nguyen Van Do, Director of the Department of Planning and Investment, said: The most important solution is that Nghe An must increase investment attraction and improve investment efficiency. Emphasizing the role of the business community in implementing and achieving the goals and targets for the next 5-year term.

Affirming the importance of developing infrastructure in general and transport infrastructure in particular, delegate Nguyen Hong Ky, Director of the Department of Transport, said that it is one of the breakthroughs, creating fast and sustainable socio-economic development.

According to delegate Nguyen Thi Kim Chi, Director of the Department of Education and Training, the most important issue is the need to train high-quality human resources and skilled workers to serve the cause of industrialization and modernization in the province...

In the field of new rural construction, delegate Hoang Nghia Hieu - Secretary of Yen Thanh District Party Committee brought to the Congress an enthusiastic spirit when presenting 8 lessons in the process of mobilizing all resources to build new rural areas. That is the rule of success based on "4 words of dong" (unanimity, consensus, companionship, and progress).

Similarly, delegate Vo Thi Minh Sinh, Secretary of the Quy Hop District Party Committee, made interesting connections about TPP and the market for Quy Hop oranges, white stone products or the organic relationship between districts, cities and towns with VSIP. The application of science and technology plays an extremely important role in the closed development cycle of "Market - science - technology - production - market".

The discussion program of the Congress was democratic, open and enthusiastic. The speech of delegate Vo Viet Thanh - Secretary of Vinh City Party Committee was concerned about the leadership and direction towards the goal of building Vinh city into a key area for financial services, trade, tourism, information technology, high-tech industry, associated with urban construction and renovation.
