After calling for and mobilizing Quynh Tho children who work far away to support 50 million VND, in early 2015, Quynh Tho Commune People's Committee used this fund to install a camera surveillance system in the hall, meeting room, one-stop duty department, stairs and entrance gate.

With 2 servers arranged and installed in the rooms of the Secretary and Chairman of the Commune People's Committee, leaders can promptly grasp whether cadres and civil servants come to work on time or not, whether they are absent from meetings or flag-raising ceremonies on Mondays.

By the end of the month, in the regular meeting of the Party Committee and People's Committee, the commune will organize the integration of review and criticism content according to the spirit of Directive 17 and specifically name the violating officials and civil servants so that they can correct and improve in the following period. In the first quarter of implementing the above model, 7 people were found to have violated the time limit and were criticized and reminded by the Party Committee.

The advantage of installing cameras is that when the leadership team attends meetings in the district or goes to the grassroots, they can still monitor all activities at the headquarters via mobile phones. Thanks to that, the work style and discipline of cadres and civil servants in Quynh Tho commune has changed significantly.

Mr. Tran Huy Vinh - Secretary of the Party Committee of Quynh Tho commune said: "Before this camera surveillance software management system, most of the staff and employees did not go to work on time, the working style of the staff and civil servants was very slow. Since the installation of the camera system, the working style of the staff and civil servants has become more disciplined, all activities are more effective in all areas".

The monitoring of cadres, civil servants and even people when coming to the headquarters of the People's Committee of Quynh Tho commune by camera aims to create a friendly working environment. In particular, at the one-stop-shop of the commune, every day there are dozens of people coming to work related to office work, justice, civil status, construction land administration, etc. The installation of cameras will monitor acts of harassment, rude words, causing trouble for people when coming to do transactions. At the same time, the publicity and transparency at the one-stop-shop are controlled, the commune leaders fully grasp the mistakes of cadres and civil servants, thereby promptly correcting them. Thanks to that, the quality of citizen reception has been significantly improved, people agree, are excited and appreciate it.

Mr. Tran Phuc Sinh in Tho Dong village, Quynh Tho commune said: "At the one-stop department, during the working process, most of the staff were very welcoming. Anything that people did not understand or lacked necessary documents, they explained and guided very carefully so that people could understand."
