On May 9, Nghe An Provincial People's Court opened a first-instance criminal trial of defendant Vi Thanh Diep (born 1973, residing in Binh Chuan commune, Con Cuong) for the crime of illegal drug trafficking.

In 2012, Vi Thanh Diep was sentenced to 4 years in prison by the Con Cuong District People's Court for illegal drug trafficking. On May 13, 2015, Diep completed his prison sentence and returned to his hometown.

On December 15, 2015, Diep went to a villager's house to play and met a man named Thang (unknown identity). Thang asked Diep to find a source of heroin to buy for Thang to sell and make a profit. Vi Thanh Diep agreed. Two days later, Thang called Diep to ask her to buy about 23-25 ​​million VND worth of heroin. Diep took 10 million VND and went to Yen Na commune (Tuong Duong) to meet a H'mong man to buy 23 million VND worth of heroin but paid 10 million in advance, owed 13 million and this person agreed.

After buying nearly 50 grams of heroin, Diep brought it to the meeting place to sell to Thang and said the amount of drugs was worth 28 million VND. While the two were trading drugs, they were caught red-handed by the authorities. The man named Thang took advantage of the chaos and quickly escaped.

At the trial, Vi Thanh Diep admitted to the crime as charged and expressed his wish to receive leniency from the law. Considering the aggravating and mitigating circumstances, the panel sentenced Vi Thanh Diep to 15 years in prison.
