Since 2015, the Prime Minister has issued Decision 1035/QD-TTg (July 10, 2015), choosing March 15 every year as "Vietnam Consumer Rights Day".
Accordingly, there are activities to protect consumer rights; promote the responsibility of organizations and individuals trading in goods and services towards consumers; the responsibility of social organizations in participating in protecting consumer rights; resolving disputes between consumers and organizations and individuals trading in goods and services; and state management responsibility for protecting consumer rights.

Recommendations are also given to consumers: Use goods with clear origin; accurately and fully follow instructions for using goods and services to ensure your safety; consumers should take action when their rights are violated.
However, due to many reasons, the majority of consumers are not really interested in "Vietnam Consumer Rights Day". One of the basic reasons is that for a long time, there have not been any organizations or individuals who have successfully stood up to protect consumers when their rights are affected.
This year, the People's Committee of Nghe An province has promptly issued plan 781/KH-UBND (dated December 22, 2016) on a series of events to promote the implementation of "Vietnam Consumer Rights Day". However, the coordination between functional sectors is not tight, so this event has not left an impression on consumers.
Article 8 of the Law on Consumer Rights Protection stipulates the rights of consumers: 1. Be guaranteed safety of life, health, property, rights and other legitimate interests when participating in transactions and using goods and services provided by organizations and individuals trading in goods and services. 2. To be provided with accurate and complete information about organizations and individuals trading in goods and services; the content of goods and service transactions; the origin and source of goods; to be provided with invoices, vouchers, documents related to the transaction and other necessary information about the goods and services that consumers have purchased and used. 3. Select goods, services, organizations and individuals trading in goods and services according to their needs and actual conditions; decide to participate or not participate in transactions and the contents of agreements when participating in transactions with organizations and individuals trading in goods and services. 4. Provide comments to organizations and individuals trading in goods and services on prices, quality of goods and services, service style, transaction methods and other contents related to transactions between consumers and organizations and individuals trading in goods and services. 5. Participate in developing and implementing policies and laws on consumer rights protection. 6. Request compensation for damages when goods and services do not meet standards, technical regulations, quality, quantity, features, uses, prices or other contents that the organization or individual trading in goods and services has announced, listed, advertised or committed. 7. Complain, denounce, file a lawsuit or request a social organization to file a lawsuit to protect its rights according to the provisions of this Law and other relevant legal provisions. 8. Get advice, support, and guidance on knowledge about consuming goods and services. |
