On the afternoon of May 20 in Hanoi, Deputy Prime Minister Vuong Dinh Hue, Head of the State Steering Committee on innovation of management mechanisms, financial mechanisms, and reorganization of the system of public service units, worked with the Ministry of Education and Training to survey and develop a project to innovate management mechanisms, financial mechanisms, and reorganize the system of public service units in this sector.
At the meeting, Minister of Education and Training Phung Xuan Nha said that the Ministry's viewpoint is to organize and rearrange units and resources of the education sector, not with the main goal of reducing staff or saving money but to improve the quality of education on the basis of restructuring and reorganizing unreasonable things, removing bottlenecks, and even doing many things that do not require money. For universities, according to Minister Nha, the planning is not administrative, not planned according to private or public sectors but according to the sector to make it suitable for the requirements of a university or university cluster.
At the meeting, Mr. Nha also mentioned a number of issues of public concern such as autonomy in high schools, financial autonomy, teacher recruitment, etc.
Regarding the organization of public service units, the Ministry's report said that the network of public and non-public service units will be reviewed and completed based on the development strategy of the industry and service sector. Reorganize public service units that do not play an essential role, operate ineffectively, do not achieve their set goals, and have poor quality.

The Deputy Prime Minister also said that the Government will have mechanisms to order public services (for universities that conduct basic scientific research, which are unlikely to be financially autonomous), or bid to provide public services to educational institutions for educational services that bring added value.
