(Baonghean.vn) - The compensation and site clearance work within the traffic safety corridor on National Highway 48E is only stuck with one household due to a property dispute on the land. Nghi Loc District People's Committee has completed the documents to proceed with enforcement, dismantling, and relocation of property, scheduled for October 11.

On the afternoon of October 9, Nghi Loc District People's Committee organized a meeting related to compensation and site clearance for National Highway 48E at land plot No. 16, map sheet No. 1 in Hospital hamlet, Nghi Truong commune.

At the working session, through the report of Nghi Loc District People's Committee, it was shown that the project connecting National Highway 1A to Cua Lo town, Quan Hanh - Cho Son section, Nghi Loc district (abbreviated as National Highway 48E Project) affects more than 400 households.

Despite many difficulties, thanks to the strong direction of the Party Committee and the district government, the compensation and site clearance work has so far only been stuck with one household due to a property dispute on the land. The dispute is related to land plot No. 16, map sheet No. 01, Benh Vien hamlet, Nghi Truong commune.

The land plot was originally used by Mr. Vuong Hong and Ms. Dang Thi Ngo from 1976, until 1995 when it was divided and transferred to Mr. Nguyen Van Thanh with an area of ​​180m2.2After receiving the transfer, Mr. Thanh built a house and a yard with an area according to the cadastral map of 412m2.2.

In January 2011, Mr. Thanh was granted a land use right certificate by Nghi Loc District People's Committee with an area of ​​183m2.2 (increase 3m)2compared to the transfer documents in 1995); remaining 299m2The land that Mr. Thanh used to build works and structures belongs to the traffic corridor land, so the District People's Committee did not grant a land use right certificate.

After the land use right certificate was issued, in July 2011, Mr. Thanh transferred it to another person and by 2018, this land plot had been transferred to 3 users. The current user is Mr. Tran Quoc Manh, with address at Hamlet 14, Nghi Trung Commune, Nghi Loc District. Currently, Mr. Nguyen Van Thanh does not live or use any assets on this land plot.

In 2018, Mr. Nguyen Van Thanh filed a petition regarding the 229m2Land has not been granted a land use right certificate; the District People's Committee has established an inspection and verification team and issued a written response No. 418/UBND-TTr dated May 2, 2018, determining the area of ​​229m22Mr. Thanh's proposal is that the land is in the traffic corridor and does not meet the conditions for granting a land use right certificate.

On May 16, 2019, the District People's Committee issued Decision No. 1338 QD-UBND on supporting assets on land to implement the project of connecting National Highway 1A to Cua Lo Town, Quan Hanh - Cho Son section, Nghi Loc District (National Highway 48E), Nghe An in Nghi Truong Commune (Phase 7).

On August 2, 2019, the District People's Committee issued Notice No. 474/TB.UBND requesting Mr. Thanh's family to dismantle and move assets;

After the announcement No. 474 of the District People's Committee, Nghi Truong Commune People's Committee sent many invitations to work, but Mr. Thanh's family still did not cooperate. The deadline assigned by the District People's Committee has passed, but Mr. Thanh's family has not yet dismantled and moved assets for the state to implement the expansion of National Highway 48E through Nghi Truong Commune.

After reaching consensus at the meeting, Mr. Nguyen Duc Tho - Vice Chairman of Nghi Loc District People's Committee stated: Based on the correct implementation steps, to ensure project progress, according to the Law on Public Investment, the project connecting National Highway 1A to Cua Lo town, Quan Hanh - Cho Son section, Nghi Loc district must be completed before December 31, 2019. Currently, the District People's Committee has completed the dossier to proceed with the enforcement of dismantling and relocation of assets located in the traffic safety corridor, expected on October 11, 2019.
