The Vietnam Road Administration also requested these units to implement new penalty regulations according to Decree 46/ND-CP and apply remedial measures for violations; including provisions on temporary revocation of technical safety and environmental protection inspection certificates and vehicle inspection stamps, penalties, etc.
According to the document of the Vietnam Road Administration, the Departments of Transport, Road Management Departments and specialized management departments under the Ministry of Transport, agencies, units of road construction, management and exploitation need to focus on strengthening control of vehicle loads at the source of goods and places of receipt (warehouses, ports, material mines, factories, construction sites), and at the same time not deliver goods or load goods onto vehicles exceeding the permitted load; not receive goods, supplies, and materials from vehicles carrying goods exceeding the permitted load.

The Departments of Transport and the Road Administration Departments direct the traffic inspection force to maintain the control of vehicle weight at vehicle weight inspection stations, requiring the improvement of the effectiveness of detecting and handling violations, ensuring that the number of violating vehicles among the vehicles stopped for weighing and inspection is high, and minimizing the stopping of non-violating vehicles.
