Building 6 health stations into model points

The project "Implementing a pilot model to strengthen grassroots health capacity at 6 commune health stations in Nam Dan district, period 2018 - 2020" was built as a step to concretize Resolution No. 20, 6th Conference, 12th Central Executive Committee on strengthening the work of protecting, caring for and improving people's health in the new situation.

The project aims to improve the capacity of preventive medicine, medical examination and treatment, public health management, population and food safety according to the principles of family medicine in 6 communes. From there, it will create a basis for replicating the model throughout the province.

The 6 commune health stations selected for construction are Kim Lien, Khanh Son, Nam Loc, Nam Cat, Nam Thai and Van Dien. The selection of 6 communes of Nam Dan district is also consistent with the criteria issued under the Ministry of Health's Guidelines on implementing pilot models at 26 commune health stations, period 2018 - 2020. The estimated budget for implementing the project is nearly 4.2 billion VND. Of which, the central budget is nearly 1.6 billion VND, the provincial budget is nearly 2.5 billion VND.

The project sets specific goals: By 2018, all officials working at 6 commune health stations will be trained and professionally trained according to the principles of family medicine; 100% of commune health stations within the scope of the project will deploy health management software, of which 90% of people will have their health records created.

By the end of 2019, 6 health stations were trained to improve their capacity in preventive medicine, medical examination and treatment, population and food safety; and to prevent, manage and treat a number of non-communicable diseases.

By the end of 2020, over 85% of people in 6 communes will have their health managed; 90% of the list of medical examination and treatment techniques under the basic health service package will be covered by health insurance at 6 commune health stations within the scope of the Project.

By 2030, reduce 36.8% of health career staff

The project "Organizational arrangement, streamlining of staff and restructuring of civil servants and public employees of public health service units in Nghe An province in the period of 2018 - 2021 and the following years" was built based on the requirement to effectively implement the policies and directions of the Party and State on innovation of the Party's leadership methods, continuing to innovate and perfect the political system from the Central to the grassroots, including the health sector.

In recent times, the Nghe An health sector has actively reorganized its apparatus and streamlined its staff. In 2015, the Department of Health had 62 affiliated public service units with 10,545 staff. By April 2018, the Department had reorganized to have 51 units, reducing 4,636 staff to 6,307 staff.

Project objectives: From 2018 to 2021, reduce 5 provincial preventive medicine centers to establish a provincial Center for Disease Control (CDC) and reduce 1 medical construction management board; dissolve 8 regional polyclinics; merge 21 district population and family planning centers into district health centers; merge the provincial population and family planning counseling center into the provincial Center for Disease Control; attach school health care to commune, ward and town health stations.

Regarding the payroll and the contingent of civil servants and public employees: From 2018 to 2021, strive to reduce at least 16.8% of the healthcare payroll receiving salaries from the budget; from 2022 to 2025 and from 2026 to 2030, continue to reduce the payroll by 20%.

Regarding finance: From 2019 - 2021, complete the roadmap for calculating medical service prices according to regulations; strive to have 4 hospitals (Traditional Medicine Hospital, Eye Hospital, Do Luong General Hospital, Mental Hospital) self-sufficient in regular expenses; have 2 - 3 District Health Centers self-sufficient in regular expenses for medical examination and treatment./.
