Specifically, the auxiliary service urban zone with an area of nearly 109 hectares, population size of about 13,350 people; is oriented to become an urban area with high population density, affordable segment, auxiliary functional zone serving the main accommodation and living needs of people and workers in the Industrial Parks in the West and North of the Southeast Economic Zone.

The central urban area and ecological housing have an area of over 153 hectares, with a population of about 6,700 people; it is oriented to become an urban area combining urban public services and ecological housing.
The urban tourism and service area has an area of nearly 182 hectares, with a population of about 8,000 people; it is oriented to become an urban tourism and service area to exploit the potential of sea tourism in the planning area.

The resort and sports tourism subdivision has an area of over 242 hectares, with a population of about 850 people; it is oriented to become a regional resort and sports tourism center, based on exploiting the potential of coastal landscapes and the diversity of the flora system at the foot of Mo Da mountain - where there is An Duong Vuong temple with many mysterious legends and unique cultural and historical values; it is expected to arrange a 36-hole golf course with modern infrastructure, aiming to serve customers in the high-end segment with ancillary functions, such as Clubhouse, golf villa, resort...
The 1/2,000 scale construction zoning plan of the Urban, Resort and Sports Area south of N2 Road in Dien Chau District, part of the Southeast Economic Zone, will be submitted to the Provincial People's Council for consideration and approval at the 18th Session of the 18th Provincial People's Council, term XVIII, 2021 - 2026, scheduled to be held on February 19, 2024.

Before submitting to the Provincial People's Council meeting, the Provincial People's Council's Economic - Budget Committee conducted an examination and basically agreed on the draft planning project; at the same time, it proposed that the agency in charge of preparing the planning project, during the detailed planning process, should study and supplement items related to the An Duong Vuong legend and the Cuong Temple relic complex, in order to promote cultural, historical and tourism values. The establishment of the 1/2,000 scale construction zoning plan for the urban, resort and sports area south of N2 road in Dien Chau district, in the Southeast Economic Zone aims to concretize the overall adjustment project of the Southeast Economic Zone Master Plan to 2040, approved by the Prime Minister in Decision No. 93, dated February 15, 2023.
The project's objective is to create a high-class eco-tourism resort complex that meets international standards and is one of the tourist centers of the North Central region, increasing the ability to meet the needs of relaxation and entertainment of domestic and foreign tourists; urban, sports, eco-tourism resort areas with synchronous technical infrastructure and landscape architecture.
This is also the basis for attracting, calling for, and selecting investors to implement the planning in accordance with regulations; serving as a legal basis for planning investment in construction and managing construction of works and functional areas in the area.
