Using online public services - towards modern administration

(Baonghean.vn) - One of the key and breakthrough issues in implementing the overall program of state administrative reform in the period of 2011 - 2020 is to strongly promote the application of information technology, in which providing online public administrative services is an important content and a component of implementing "e-Government" of Nghe An.

With just a computer connected to the Internet or a phone, in a short period of time users can complete an electronic dossier such as registering a business and sending it to the Department of Planning and Investment.

"I find using online public services very convenient and effective in saving time for businesses. At the same time, it reduces paperwork pressure at work" - Mr. Tran Chau Hung - Director of Hung Phat Dat Company said.

Along with the application of the ISO 9001:2008 quality management system, the Department of Planning and Investment has applied information technology, communications, and programs to improve productivity and quality in state management. The Department has reviewed 264 administrative procedures under its authority. Of which, the number of level 4 online administrative procedures far exceeds the general requirements of the province.

In the field of business registration alone, 212 administrative procedures have been provided online at level 4; creating favorable conditions for people and businesses in the process of administrative transactions.

Mr. Pham Van Vinh - Deputy Director of the Department of Planning and Investment said: "We always create the best conditions to serve organizations and individuals when handling administrative procedures. In the past, the Department has conducted a survey to evaluate civil servants receiving and processing documents at the receiving and returning results section on the Department's electronic information portal".

If using the previous manual method, each time declaring import and export goods, import and export management officers of enterprises had to go directly to the Customs Department, which took hours.

Now, right at the company office with just a few clicks, they can complete the declarations and send them to Vinh Customs Branch according to regulations. The application of electronic customs declaration by Nghe An Customs has created a favorable environment for businesses operating in the field of import and export.

As a pioneer in providing high-level online public services to serve people and businesses; many administrative procedures have been strongly reformed by the Department of Transport. Such as coordinating with the Provincial Post Office to implement driver's license exchange at post offices throughout the province.

Instead of having to go to the Department of Transportation, people only need to go to the post office to complete the paperwork or sit at home and fill out the online driver's license renewal procedures. This method has reduced the number of 20,000 people who flock to Vinh City each year to complete the driver's license renewal procedures.

For localities in the province, thanks to the strong reform of administrative procedures, the time to process a large number of documents has been shortened. Along with the publicization of the processing process right at the one-stop transaction center, all administrative procedures are posted on the district's electronic information portal and integrated into the provincial electronic information portal.

Just by accessing the internet, people can know the process of receiving and handling administrative procedures and download related forms.

Implementing the Resolution on e-Government, the Provincial People's Committee has issued a roadmap for providing online public services from 2016 to 2020. Accordingly, the goal in 2016 is for the entire province to deploy 400 level 3 online public services and by 2020, strive to achieve a rate of 40% of online public services from the province to the commune deploying level 4.

Currently, in Nghe An, there are 998 online public services at level 2 provided, reaching a rate of 100%. Of which, the number of administrative procedures at the provincial level is 702, at the district level is 163 and at the commune level is 133. In the period 2011-2015, there were 19 administrative procedures provided with online public services at level 3.

According to Mr. Ho Quang Thanh - Director of the Department of Information and Communications, the application of electronic public services helps state agencies reduce work pressure, solve work faster, more conveniently and scientifically. Thereby, people enjoy convenient services, save costs as well as time for registration and administrative procedures. Especially, it avoids corruption, bureaucracy, and harassment from public officials.

However, although state agencies and localities in the province have provided online public services, people are still not "interested" in using manual documents, so the number of online transaction records in the network environment is still too small.
