At Kim Thanh Kindergarten, after listening to the school representative's report, the working group conducted a survey of related content.
In the 2016-2017 school year, Kim Thanh Kindergarten had 266 students, 8 classes; a total of 13 teachers, of which 10 were on the payroll. The school is located in a difficult mountainous commune of Yen Thanh district, so the number of students eligible for tuition exemption is quite large: in the 2015-2016 school year, there were 119 students and in the 2016-2017 school year, there were 85 students exempted from tuition.
School revenues for the 2016-2017 school year include: tuition fees of 40,000 VND/month/student (40% for salary reform and 60% for other activities); membership fees of 20,000 VND/child/year. Meal expenses of 12,000 VND/child/day. Babysitting fees of 45,000 VND/child/month. Social mobilization for the 2015-2016 school year raised nearly 67 million VND, and for the 2016-2017 school year, it is expected to raise nearly 85 million VND.

For Dong Thanh Secondary School, in the 2016-2017 school year, there were 15 classes with 455 students. Tuition fees: 2014-2015, the fee was 20,000 VND/month, the total for the year was over 72 million VND; in the 2015-2016 school year, the fee was nearly 77 million VND; in the 2016-2017 school year, the fee was over 75 million VND. 40% of tuition fees are spent on salary reform, the remaining 60% is spent on teaching and learning services in the school. Bicycle parking fee is 12,000 VND/month/student to pay for parking and reinvest in building a parking lot. Association fee is 50,000 VND/student/year.
Social mobilization for the 2014-2015 school year is 113 million VND; 2015-2016: 138 million; 2016-2017 is expected to be 127 million. Tuition and extra study fees are collected according to agreement: 2014-2015 school year collects 10 thousand VND/student/session, the next two years collect 12 thousand VND/student/session.
At the meeting, school representatives proposed to adjust tuition fees by region based on Decree 68/ND-CP to suit the locality and serve the teaching and learning activities of the school. At the same time, they wished to increase funding for building school facilities because the work of mobilizing social resources encountered many difficulties; proposed to have policies for those who serve as cooks in kindergartens.

In addition, it is necessary to determine the expenses not only for building facilities but also for professional work and other activities in the school.
Therefore, schools need to flexibly mobilize the maximum responsibility and participation of the whole society to improve the quality of teaching and learning in schools. However, to mobilize well, it is necessary to consider and use the revenue from mobilizing socialized education for the right purpose, and to be transparent so that parents can see the positive effects, thereby calling for the support of the people.
At the meeting, the delegation questioned a number of issues related to bookkeeping and spending plans for socialized revenues in schools; promised to compile recommendations and proposals from schools to submit to competent authorities to serve the content of the next session of the Provincial People's Council in the coming time./.
