Using recording equipment to detect and handle vehicles violating the law
(Baonghean.vn) - Using recording devices to detect and handle vehicles violating the law is a requirement of the Vietnam Road Administration in Official Dispatch No. 1560/TCDBVN-ATGT dated March 22, 2022.
Document No. 1560/TCDBVN-ATGT ofVietnam Road Administrationon "Using recording devices to detect vehicles with illegally extended cargo walls as a basis for determining administrative violations and handling administrative violations according to the provisions of law" was sent to the Departments of Transport, Road Management Departments and the Vietnam Register.

Document No. 1560/TCDBVN-ATGT has the following specific content:
From 2017 to present, there has been a recurring phenomenon of overloaded trucks in some localities, especially trucks with self-dumping cargo beds (using hydraulic dump trucks), illegally extending the bed to carry overloaded cargo, in particular, some semi-trailers are equipped with fake containers and hydraulic dump trucks, these vehicles can carry from 70 to 100 tons of cargo, causing damage to road infrastructure, traffic safety, etc.
To prevent the situation of vehicles expanding their cargo boxes illegally, the Vietnam Road Administration recommends that the Departments of Transport and Communications and Road Management Departments implement the following:

- Direct the Traffic Inspectorate, Inspection Officers, Inspection - Safety Teams, Patrols, and Road Patrols to increase the use of recording equipment (equipped cameras) to record images when detecting illegal expansion of the container wall, as a basis for determining administrative violations according to the provisions of Circular No. 06/2017/TT-BGTVT dated February 28, 2017 of the Ministry of Transport and sanction administrative violations according to the provisions of the Government's Decrees (Decree No. 100/2019/ND-CP dated December 30, 20219 "Regulations on sanctioning administrative violations in the field of road and railway traffic" and Decree 123/2021/ND-CP "Amending and supplementing a number of articles of the decrees regulating sanctioning administrative violations in the field of maritime; road and railway traffic, civil aviation").

- Notify the vehicle owner of the violation according to the provisions of Circular No. 06/2017/TT-BGTVT dated February 28, 2017 of the Ministry of Transport and the instructions in Decision 2191/QD-TCDBVN dated June 23, 2017 of the Directorate for Roads of Vietnam.
- In case the vehicle owner does not comply with the violation handling or does not receive the violation notice, it shall be sent to the Vietnam Register to be included in the violation warning program.
