(Baonghean.vn) - The International Football Association Board (IFAB) has just released a set of“Play Fair” documentincludes a series of initiatives to change the rules of football, including the idea of ​​reducing playing time to 60 minutes.

IFAB is the law-making body of football, established by FIFA and the four British football associations (England, Scotland, Wales and Northern Ireland), and has the final say on changes to the rules of the game.

Former England referee David Elleray is the IFAB's technical director and oversees the implementation of the new football strategy. According to IFAB, the “Play Fair” document has three objectives: improving player behaviour and increasing respect, increasing playing time, and increasing fairness and attractiveness.

IFAB regularly proposes changes to the rules of football to help increase fairness and excitement in matches. The “Play Fair” document proposes changes to playing time and free kick rules with the aim of increasing the actual playing time and entertainment value of the sport.

The most important change, FIFA calls it an effort to make football more attractive, avoid the current situation of players wasting time and increase the speed of matches.

The time for each half will be only 30 minutes instead of 45 minutes as at present but the clock will stop every time the ball is dead, similar to futsal. IFAB said: "Many people are disappointed because a match has a playing time of 90 minutes but in reality there is only less than 60 minutes of real football played by the players".

Not long ago, IFAB also proposed changing the order of penalty kicks to make it fairer and it was tested at the recent U20 World Cup Finals.

Cases where the referee will stop the match time:

- From the time a penalty kick is awarded to the team until the kick is taken.

- From the moment a team scores until the game resumes.

- When asking an injured player whether he needs treatment.

- From the time of the yellow or red card until the match resumes.

- From the time of substitution until the match resumes.

- From the time a team is allowed a penalty kick until it continues.

In addition to the idea of ​​reducing the match time to 60 minutes, IFAB also proposed a number of other ideas such as:

- Dribble the ball when taking a corner kick or a goal kick from home.

- The field clock starts and stops according to the referee's clock.

- Allows kick-off even when the ball is moving.

- The ball is served up on the side where it went out of bounds.

- Clearer regulations on handball.

- A player who scores or blocks an opponent from scoring with his hand will receive an immediate red card.

- A goalkeeper who catches the ball from a return pass with his feet or from a teammate's throw-in will be awarded a penalty.

- The referee may award a goal to team B if a team A player blocks the ball with his hand in front of the goal.

- The referee can only blow the whistle to end the first half or match when the ball is dead.

- The penalty kicker is not allowed to continue if the penalty kick is blocked by the opposing goalkeeper.
