On the afternoon of March 16, the National Traffic Safety Committee held a national online conference to review the work of ensuring traffic order and safety in the first quarter of 2017 and deploy tasks for the second quarter of 2017. In Nghe An, in the first two months of 2017 (from December 16, 2017 to February 15, 2017), there were 54 traffic accidents in the province, killing 42 people and injuring 48 people. Compared to the same period in 2016, there were 3 more accidents (up 5.8%), 2 more deaths (up 5%) and 17 more injuries (up 54.48%). Of these, 48 road accidents occurred, killing 39 people; 5 railway accidents occurred, killing 3 people and injuring 3 others. |
According to the report of the National Traffic Safety Committee, in the first quarter of 2017, the traffic order and safety situation (TTATGT) in the whole country continued to have many positive changes. Nationwide, there were 3,465 traffic accidents, killing 1,570 people and injuring 2,660 people. Compared to the same period in 2016, there was a decrease of 153 cases (4.23%), the number of deaths decreased by 20 people (1.26%), the number of injured people decreased by 707 people (21%)...
The main causes are drivers encroaching on lanes, road sections, speeding, and inattentive turning... on roads; drivers violating traffic safety corridors on railways and drivers violating rules for avoiding overtaking, collisions, and obstacles on waterways.
In the first quarter of 2017, 34 provinces and centrally-run cities had a decrease in the number of deaths due to traffic accidents, of which 12 localities had a decrease of over 30%; 26 localities had an increase in the number of deaths due to traffic accidents, of which 10 provinces had an increase of over 40% and 3 provinces had an increase of over 100% including Lang Son, An Giang, and Yen Bai.
The situation of overloading of trucks is still very complicated; there are also the phenomena of passenger cars carrying more people than the prescribed number; illegal ticket price increases during peak times...
At the conference, many solutions were proposed by leaders of ministries, sectors and localities to ensure traffic safety. Notable solutions include: The Government supports funding for residential access roads; continues to effectively disseminate traffic laws and traffic culture; assigns responsibility for ensuring traffic safety to local leaders; strengthens inspection forces and handles violations of corridors and sidewalks; the transport sector strengthens inspection and recalls substandard vehicles such as those with altered designs, structures, unauthorized conversions, etc. and vehicles that have expired; encourages volunteers to participate in ensuring traffic safety and order, etc.

Concluding the conference, comrade Truong Hoa Binh commended and highly appreciated the participation and efforts of ministries, branches and localities nationwide in coming up with specific solutions to ensure traffic order and safety.
In addition, the Deputy Prime Minister also pointed out the main causes of traffic accidents, such as the existence of black spots that have not been handled; limitations in ethics, awareness, and responsibility of a number of drivers and traffic participants in complying with traffic law regulations are not high... are the main causes of traffic accidents in recent times.
In the following months of 2017, the Deputy Prime Minister requested ministries, sectors and localities to continue tightening transportation, strictly controlling tonnage; reviewing sanctions and punishment regimes for violations of traffic safety and order.
The Ministry of Transport and the Department of Transport of the provinces need to strengthen the management of automobile transportation; the Ministry of Public Security needs to have a plan to continue to strengthen patrols and control by topic, focusing on routes in districts, communes, villages, and tourist destinations; the Ministry of Education needs to strengthen the implementation of traffic safety education for students during the April 30 and May 1 holidays, summer vacation and national high school exams...

Along with that, the Deputy Prime Minister requested that central and local press agencies step up propaganda work with rich and diverse content and forms to raise people's awareness of complying with traffic safety laws, especially to young people.
Provinces and cities across the country need to take measures appropriate to each locality to ensure traffic order and safety, such as strengthening inspections and tightening discipline in driver training, testing, and licensing; managing technical safety and environmental protection of road vehicles and inland waterway vehicles; using the Road Maintenance Fund to install speed bumps and warning signs for road users at railway intersections; directing provincial and municipal police to continue to strengthen patrols, control, and handle violations of traffic order and safety according to the direction of the Ministry of Public Security and the Traffic Police Department... to aim to reduce traffic accidents on all three criteria.
