Criminal detention of a group of 'brokers' at the gate of the Central Maternity Hospital
Through verification, Nguyen Thi Thu Huong (born in 1980, residing in Bach Mai, Hanoi), only studied in an intermediate nursing class, is not a doctor, does not have a practice certificate, has not received any training or instruction related to medical examination, treatment, testing and prescription, but Huong still directly examined, tested and prescribed medicine for patients.
On July 11, the Hanoi City Police Department of Investigation detained three suspects for investigation into the act of "Violating regulations on medical examination, treatment, production, preparation, dispensing, and sale of drugs or other medical services".
According to the investigation, around March 2024, Nguyen Thi Thu Huong opened Thu Huong Obstetrics and Gynecology Clinic at 44 Tho Nhuom, Cua Nam Ward, Hanoi City to examine and treat obstetrics and gynecology diseases and ultrasound.

To serve the clinic's operations, Huong hired doctors to examine and treat patients and connected with Le Cong Ngoi (born in 1984, residing in Vinh Hung ward, Hanoi), Nguyen Van Tam (born in 1983; residing in Tran Phu commune, Hanoi), two subjects who acted as "brokers" at the gate of the Central Maternity Hospital and K Hospital to bring customers to Huong's clinic.
At the hospital gate, Tam stood at the bus and taxi pick-up and drop-off point to pick up and lead the patient to where Ngoi was standing. Ngoi wore a blue security uniform similar to the security guard uniform of the Central Obstetrics Hospital to approach and invite the patient and give false information that the hospital was under repair. If they wanted to be examined, Ngoi would lead them to a private clinic outside with "Doctor Huong", an obstetrician at the Central Obstetrics Hospital.
When Ngoi and Tam brought customers to the clinic, Huong paid Ngoi and Tam 10% of the total amount that the patients had to pay to the clinic. By July 2, it was determined that 27 people had come to Huong's clinic for medical examination, the total amount of money Huong collected from the patients was 123 million VND.
Through verification, Nguyen Thi Thu Huong only studied intermediate nursing, is not a doctor, does not have a practice certificate, has not received any training or instruction related to medical examination, treatment, testing and prescription, but Huong still directly examined, tested and prescribed medicine for patients.
Based on the investigation documents, the City Police Department has detained the above three subjects to investigate their violations of regulations on medical examination, treatment, production, preparation, dispensing, and sale of drugs or other medical services.
Currently, the City Police Investigation Agency is continuing to expand the investigation to strictly handle the subjects according to regulations.
