Thereby, the district promptly discovered the shortcomings and limitations of cadres, party members and party organizations, in order to promptly rectify, overcome and improve the quality of activities.
Check and handle when there are signs of violations
Ensuring that the Party's inspection work is carried out in accordance with the motto of "proactive, combative, educational, effective", strictly maintaining Party discipline, the Inspection Committee at all levels in Tan Ky has performed well the task of inspecting Party members and Party organizations. At the Nghia Binh Commune Party Committee, the inspection was conducted when there were signs of violations by the Secretary and the Hamlet 10 Chief related to violations of the principle of democratic centralism, not fully disclosing the source of revenue from the people's internal resources in building new rural areas. After the inspection and concluding that there were violations, the Commune Inspection Committee decided to discipline these two comrades by reprimanding them, and at the same time, to recover the amount of money violated. The review was conducted seriously, in a constructive spirit so that each violating Party member and cadre had the opportunity to correct their mistakes.

Recently, through monitoring and grasping public opinion, the District Party Committee's Inspection Commission conducted an inspection of the leaders of the Phu Son Commune Party Committee for their lack of responsibility and lax leadership and management. Specifically, the Phu Son Commune Party Committee did not specify or urge the full and effective implementation of the tasks and projects of the District Party Congress for the 2015-2020 term, leading to a situation where half of the term has passed but the economic growth rate has been slow to change, and the management of infrastructure and institutional construction is ineffective. In the coming time, the Inspection Commission will continue to conduct thorough inspections, draw clear conclusions, and consider the level of violations and take disciplinary action.
According to Deputy Head of the Inspection Committee of Tan Ky District Party Committee Bui Duc Hong, to inspect party members and organizations when there are signs of violations, the important thing is to be proactive, demonstrated by actively collecting and grasping the situation through many sources of information, including public feedback and opinions, and through the professional qualifications of inspection officers in selecting and analyzing that information, and establishing inspection plans, drawing accurate conclusions, and strictly handling violations.
Among the 5 party members who were disciplined with the highest form, there was a case of a former Party Committee member and Chairman of the Farmers' Association of Tan Huong commune, who was caught red-handed while participating in gambling. Collecting information from witnesses and checking when there were signs of violations, the result was that this party member was forced to receive the disciplinary form of expulsion.
It can be seen that the Inspection Committees at all levels of Tan Ky have proactively intervened, promptly identified problems, detected signs of violations and identified subjects, thereby promptly preventing and stopping violations when they were just beginning, ensuring strict maintenance of party discipline, creating deterrence, and at the same time, through inspection, pointed out shortcomings and violations so that the subjects of inspection could take measures to overcome and correct them.
Tan Huong Commune Party Secretary Le Dinh Dung shared: “There is no “no-go zone” when dealing with party members who violate the law, because the more you cover up, the more dangerous it is. If violations are discovered, they must be eliminated immediately. We need to fight with theory, not with emotion. Only then can we create a spread and change in the awareness of cadres and party members, and gain the trust of the people.”
Deputy Head of the District Party Committee's Inspection Commission Bui Duc Hong commented: "Disciplinary review must be impartial, objective, comprehensive, and resolute; the conclusions of the Inspection Commission must make violators realize their shortcomings... And more importantly, the "post-" inspection and handling work must be done thoroughly, monitored, supervised, and created conditions for cadres and party members to have the opportunity to correct their mistakes."

Publicly discipline officials and party members
To achieve these results, the Standing Committee of Tan Ky District Party Committee has directed grassroots Party organizations, 2-level Inspection Committees, and Party Committee members to strengthen their grasp of the locality and field to carry out regular supervision tasks when there are changes in personnel work; at the same time, promptly develop and promulgate specific inspection and supervision programs.
In particular, the inspection and supervision work needs to focus on contents such as leadership, direction, implementation and organization of the implementation of the Resolutions of the Party Congresses at all levels; Resolutions of projects and directives of higher levels such as: Resolution 4 of the Central Committee (12th term), Directive 05 of the Politburo, Directive 02 of Tan Ky District Party Committee on "Strengthening the leadership of the Party in the work of preventing and combating gambling evils in the district"; implementing working regulations, principles of democratic centralism, internal solidarity, maintaining moral qualities, lifestyle, things that Party members must not do, and intentionally do wrong.
Most notably, every 6 months, the District Party Committee widely publicizes the conclusions of the Inspection Committee on disciplined individuals and organizations throughout the district. Thanks to that, the disciplinary action against violating party members and organizations has been agreed and supported by the people. This also shows that the District Party Committee's Inspection Committee has handled the right people, the right violations, with reason and emotion, ensuring fairness, accuracy, and timeliness, meeting the requirements of leadership in carrying out local political tasks.
In 2017, Party committees and inspection committees at all levels inspected 23 organizations and 66 party members when there were signs of violations, of which the Party committees and inspection committees of the District Party Committee inspected 3 organizations and 6 party members. The grassroots party committee inspection committee inspected 20 organizations and 60 party members. The main violations were the implementation of working regulations, the principles of democratic centralism, internal solidarity, maintaining moral qualities, lifestyle, things party members are not allowed to do, and corruption and intentional violations.
Deputy Head of the District Party Committee's Inspection Commission Bui Duc Hong added that, for regular supervision work, the District Party Committee's Inspection Commission assigns members of the Inspection Commission to directly monitor and supervise the implementation of a number of key tasks and solutions of the District Party Congress's breakthrough programs; assigns cadres and specialists of professional departments to monitor the area, and reports on the situation quarterly, especially on outstanding issues of public concern.
Tan Ky District Party Secretary Bui Thanh Bao shared: “In leadership and direction, Tan Ky always identifies the consistent viewpoint as: prevention is the main thing, fighting violations is important. When violations occur, clarifying the truth, overcoming consequences, and changing the awareness of cadres is the measure of effectiveness. Inspection and supervision are to promptly detect, correct, and prevent violations, and educate cadres and party members to constantly cultivate and strive to fulfill assigned duties and tasks.”
