If Mr. Pham Van Thin - former Chairman of the People's Committee of Cua Lo town is considered the architect of this coastal town, then comrade Ho Duc Phoc is the one who awakened the town's potential with a strategic vision. During his tenure as Chairman of the People's Committee of Cua Lo town from 2004 to 2007, comrade Ho Duc Phoc determined that "Cua Lo must be built into a green, clean, beautiful, and friendly coastal tourist city".

In 2015, Cua Lo welcomed 2.5 million visitors, including 1.4 million overnight guests and 5,700 foreign visitors; tourism revenue reached 2,620 billion VND.

As Chairman of the People's Committee of Cua Lo town, comrade Ho Duc Phoc has resolutely directed the re-planning of the hotel system, moving all hotels and motels from the beach to Binh Minh street, returning space to the beach; planning and constructing a series of horizontal and vertical traffic systems, both in the inner city and residential areas, creating a basic traffic network to meet the economic development, tourism and travel needs of people and tourists such as the breakwater system, square, sports stadium, road 3, Binh Minh street...

Comrade Ho Duc Phoc planted a souvenir tree at the cultural house of Hieu Hap block, Nghi Thu ward, Cua Lo town.

He left an impression of a leader close to the people, always concerned with social security, hunger eradication and poverty reduction; implementing the policy of economic development in parallel with job creation. He introduced economic models for the people to create jobs and increase income for the people such as tourism business, sea fishing, mushroom growing, clean vegetable model, livestock farming, and caged fish.

At the same time, mobilize people and businesses to respond to the movement to eliminate hunger and reduce poverty, build charity houses for poor households who cannot afford to build houses. Cua Lo became the leading locality in the movement to eliminate dilapidated thatched houses.

With his efforts in his position, comrade Ho Duc Phoc has made an important contribution to reducing the poverty rate of Cua Lo town from 47% to 3%... Marks in a breakthrough development period of Nghe An

The time when comrade Ho Duc Phoc held the position of Vice Chairman of the Provincial People's Committee, then Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee (2007 - 2013); especially, the period of 3 years and 1 month when he held the position of Secretary of the Provincial Party Committee (from 2013 to present) was also a period of breakthrough development of Nghe An in all aspects. In terms of economy, the growth rate of the province in 2015 reached 7.43% (calculated according to the new method), higher than the national average (6.5%) and increased sharply compared to the years 2012, 2013, 2014.

In a short time, Nghe An put 5 overpasses into use.

Achieving this impressive figure is due to the strong changes in the field of investment and construction of the socio-economic infrastructure system. Under the strong direction of comrade Ho Duc Phoc, in recent years, Nghe An has completed a series of key projects, playing an important role in promoting the socio-economic development of the province such as: Upgrading and expanding National Highway 1A, basically opening the National Highway 1A - Nghia Dan - Thai Hoa section, completing Tay Nghe An road, Thai Hoa - Hoang Mai - Nghi Son Port road, Chau Thon - Tan Xuan road, Ben Thuy 2 bridge, 6 railway and road overpasses, ...; expanding and upgrading Vinh Airport according to the planning to become an international port; expanding Cua Lo Port, building Nghi Thiet deep-water port, Dong Hoi specialized port; Infrastructure of Industrial Parks such as VSIP Nghe An, Dong Hoi Industrial Park, Hoang Mai Industrial Park,... are also invested in, built and developed to become key economic zones, creating a foundation for Nghe An's economy to make a breakthrough.

Some important projects for the province's politics and society have also been completed, such as: Provincial People's Committee Headquarters, 700-bed Friendship General Hospital, 500-bed International Hospital, Northwest Regional General Hospital, Southwest Regional General Hospital, Truong Bon Historical Relic Site (with socialized capital reaching 300 billion VND), 12/9 Relic Site, Dai Tue Pagoda, Gam Pagoda, etc.

Attracting investment is also one of the great development marks of Nghe An during the time comrade Ho Duc Phoc held the position of Provincial Party Secretary. He affirmed that this is one of the key solutions for Nghe An's economy to take off in the context of the country's deep international integration, opening its doors to welcome investors with abundant economic and technological resources.

In the 3 years from 2013 to 2016, Nghe An has mobilized 31 projects from ODA capital (15,000 billion VND); including the Vinh urban upgrading project with a total registered capital of 2,500 billion VND including the following works: Bac Canal, 60-hectare ecological lake, Cua Nam lake and inner-city traffic network; the project to build the Bac Nghe An irrigation system (5,700 billion VND) with the works to upgrade Bara Do Luong, the Bac Nghe An irrigation canal system, Nam Dan sluice;...

With the policy of calling for and rolling out the red carpet to welcome investors and the resolute instructions of comrade Ho Duc Phoc, Nghe An has seen the presence of many large corporations and enterprises such as: VSIP LD Corporation, The Vissai Group, Vietnam Cement Corporation, Tan Thang Cement Company, Hoa Sen Steel Factory, Masan MB Food Industry Center, Royal Foods Canned Fish Processing Factory;... Many promising projects are "starting up" in the fields of food processing, high-level mechanical assembly,... promising to bring good results in the near future.

In terms of society, continuing and promoting the tradition of studiousness of Nghe An, the province's Education and Training sector has continuously achieved many achievements among the top in the country. The general and post-general education system has been consolidated, invested in to improve quality, ensuring abundant, high-quality human resources to supply the market in the province, outside the province and reaching out to the international market.

During the period 2013 - 2016, the province established 3 more universities: Vinh Medical University, Vinh Economics University and University of Industry. The health infrastructure has developed rapidly and widely: up to now, the whole province has 39 public and non-public hospitals; the system of district and provincial hospitals has been invested synchronously by government bond capital and the budget. New rural construction has become a vibrant movement in the whole society and achieved many important results.

By the end of 2015, there was 1 district-level unit and 114 communes (accounting for 27% of the total number of communes, leading the country in terms of quantity) meeting the criteria of new rural communes. Regarding culture, in 2014, Nghe An folk songs were honored by UNESCO as an intangible cultural heritage representing humanity.

Comrade Ho Duc Phoc discussed with village elders, village chiefs, and prestigious people of Tri Le commune (Que Phong) about experiences in mobilizing people to develop the economy and stabilize their lives.

Also in his position as Secretary of the Provincial Party Committee, Comrade Ho Duc Phoc also left his mark with policies and leadership lines that demonstrated decisiveness and determination to develop the province. Under his direction, the Nghe An Provincial Party Committee proposed that the Politburo issue Resolution 26 on the direction and tasks for the development of Nghe An province until 2020.

With the goal of making Nghe An the political, economic, cultural and social center of the North Central region, a fairly developed province in the North, Resolution 26 is the driving force, creating conditions for Nghe An to receive more investment attention. The Provincial Party Committee also proposed that the Government issue Decision 52 on approving the planning of Vinh city and Decision 2355 on developing Western Nghe An, taking it as a guideline for the task of developing the province's key economic zones.

The work of rotating cadres was also seriously and thoroughly implemented: 367 cadres from the previous term and 31 cadres from the new term were effectively rotated. Hundreds of young and capable cadres were trained and used at all levels.

It can be said that Nghe An during the period when comrade Ho Duc Phoc held the position of Provincial Party Secretary has really flourished and transformed strongly in all aspects. Those encouraging achievements all bear the mark of the spirit and method of close, comprehensive, dedicated and determined leadership of comrade Ho Duc Phoc. Under his leadership, Nghe An has not only consolidated its internal strength thanks to the spirit of internal solidarity, but also raised its position in relations with other provinces and countries.

Comrade Ho Duc Phoc always emphasized the importance of foreign affairs, friendly cooperation in the context of integration, paying special attention to potential partners such as Japan, Korea, Russia, the United Kingdom, ... as well as promoting the contribution of Nghe An people abroad to the socio-economic development of the province.

Comrade Ho Duc Phoc's long-term visionary direction not only left a strong impression on the province, but also opened up prospects for Nghe An province to successfully restructure its economy, attract external resources, consolidate internal resources, and firmly step on the path of integration.
