Strengthening price stabilization, ensuring order, safety and social security during the Dinh Dau New Year

(Baonghean.vn)- Implementing Directive No. 33/CT-TTg dated December 17, 2016 of the Prime Minister on strengthening management and operation to stabilize market prices, ensure social order and safety during the Lunar New Year 2017; at the same time, well preparing conditions to serve people to welcome the New Year and Tet joyfully, peacefully, safely and economically, the Provincial People's Committee requests Directors of Departments, Heads of Boards, branches, units, Chairmen of People's Committees of districts, cities and towns to well implement the following contents:

1. Continue to synchronously and effectively direct the implementation of solutions set out in Resolution No. 01/NQ-CP dated January 7, 2016 of the Government on the main tasks and solutions to direct and implement the socio-economic development plan and state budget estimate for 2016, Official Dispatch No. 2239/CD-TTg dated December 13, 2016 on ensuring traffic order and safety during the New Year, Dinh Dau Lunar New Year and Spring Festival 2017; Well implement Plan No. 541/KH-UBND dated September 6, 2016 on preventing and combating violations of firecrackers before, during and after Dinh Dau Lunar New Year 2017; Plan No. 759/KH-UBND dated December 13, 2016 on the peak of the fight against smuggling, trade fraud and counterfeit goods before, during and after the Lunar New Year 2017; Official Dispatch No. 34/CD-UBND dated November 6, 2016 on strengthening fire prevention and fighting measures and other directive documents...

Sectors and levels focus on directing the removal of difficulties and obstacles, promoting production and business, developing the economy; focusing on planting, caring for and preventing drought, cold, pests and diseases for crops and livestock, protecting and developing production effectively, striving for the highest productivity and output. The Department of Agriculture and Rural Development is assigned to preside over and coordinate with districts, cities and towns to take measures to ensure enough irrigation water, seeds and fertilizers to meet the production needs of the 2016-2017 Winter-Spring crop according to the crop plan.

2. The functional forces (Market Management, Police, Border Guard, Customs, Health, Agriculture and Rural Development, Tax, Science and Technology...) and the interdisciplinary inspection teams for the prevention of smuggling, trade fraud and counterfeit goods in the province in 2016 will strengthen the inspection, control and prevention of the trading and transportation of smuggled goods, production and trading of counterfeit goods, poor quality goods, goods of unknown origin, and goods violating food safety and hygiene. Strictly handle violations, including applying strong measures such as suspending operations, revoking business licenses or requesting competent authorities to prosecute criminal liability according to the law for acts of speculation and hoarding of goods to increase prices for illegal profits.

3. The Department of Finance shall coordinate with the Department of Industry and Trade and districts, cities and towns to closely monitor the price and market developments, especially for essential goods and services, goods subject to price stabilization, to proactively have timely regulatory plans, to avoid shortages and local price increases; to urge and resolutely direct price stabilization programs, to ensure adequate supply of goods and smooth circulation of goods. To rationally organize the distribution system, price stabilization points of sale, organize mobile shipments to serve rural, remote and isolated areas, and link the Program to bring Vietnamese goods to rural areas with the implementation of the Campaign "Vietnamese people prioritize using Vietnamese goods", to provide timely supplies to the people, contributing to price stabilization during Tet.

4. Members of the Provincial Steering Committee 389 shall strengthen the direction of functional forces to closely coordinate to strengthen patrols and control against smuggling, trade fraud, and counterfeit goods; focus on regular and continuous inspections and patrols at key routes and locations from now until the Lunar New Year; Strictly implement price regulations for organizations and individuals trading in essential goods such as: rice, livestock meat, poultry, milk, cigarettes, alcohol, beer, soft drinks, cement, iron and steel and construction materials, medicines, fertilizers, cosmetics, functional foods, mobile phones, clothing, gasoline, transportation services... Pay special attention to organizing comprehensive inspections and strictly handling violations, non-implementation or improper implementation of regulations on posting prices and selling at posted prices at businesses, stores, shops, and supermarkets in the province.

Assign the Market Management Department (Department of Industry and Trade) - the standing agency of the Provincial Steering Committee 389 to set up a hotline, publicly announce to the mass media violations and organizations and individuals with violations to detect, prevent and handle promptly to create consensus in society, avoid insecurity among the people.

5. The Provincial Tax Department strengthens measures to inspect, examine, prevent tax loss and fraud, reduce tax arrears, and rectify tax refund work.

The Department of Finance strictly manages budget expenditures to ensure efficiency, economy, and compliance with regulations; reviews, cuts, or suspends expenditures that are not really urgent or impractical.

The Provincial State Treasury has done a good job of controlling expenditures, resolutely not accepting expenditures that violate regulations, or are spent as gifts... Balance cash to ensure payment of salaries, allowances, and gifts to policy beneficiaries, meritorious people, and social protection beneficiaries.

6. The Department of Health shall coordinate with relevant functional sectors and localities to strengthen the management of food hygiene and safety, carry out well the inter-sectoral inspection and examination of food safety for food production and trading establishments; promptly detect and strictly handle food safety violations and publicize them on mass media to promptly warn people... Prepare adequate human resources, medicines, increase on-duty teams at hospitals, centers and medical stations to promptly handle emergency cases at all times during Tet.

7. The Department of Transport shall coordinate with the Provincial Police to strengthen inspection and control of the quality and technical safety of vehicles participating in traffic; take measures to prevent the illegal transportation of flammable and explosive goods, dangerous goods, livestock and poultry products of unknown origin and without medical quarantine certificates on means of transport.

Coordinate with the People's Committees of districts, cities and towns to take appropriate measures for transport businesses to mobilize additional means of passenger transport with good quality, ensuring safety, meeting the people's convenient travel needs with stable fares; strengthen inspection of fare declaration, posting of transport fares, train and bus fares according to regulations; Promote effective implementation of solutions to control and minimize traffic accidents; Arrange areas for selling flowers and ornamental plants to avoid encroachment and occupation of roadsides and sidewalks; overcome traffic congestion, especially on inner-city roads of Vinh city, bus stations and wharfs; resolutely and strictly handle violations of traffic order and safety; strengthen conditions to ensure rescue when incidents occur.

8. Provincial Police, Provincial Military Command, Provincial Border Guard Command according to functions:

+ Direct and arrange forces and means to absolutely protect the safety of key construction targets, political, economic, cultural centers, and event and festival venues; promptly detect and fight to prevent hostile forces from taking advantage of the Tet holiday to carry out terrorist and sabotage activities.

+ Strengthen measures to prevent criminal offenses and effectively deploy crime prevention solutions, ensure security and order in all areas, maintain border security, islands, rural and urban security. Focus on attacking and suppressing gangs, groups, and dangerous criminal offenses; promptly detect and prevent acts of public disorder, theft, fraud, gambling, and social evils; strengthen state management solutions on security and order, immigration management, residence management, and foreigner management.

+ Organize well the work of on-duty and command duty, ready forces and means to handle any unusual developments, ensuring political security, social order and safety and a peaceful life for the people.

Continue to strictly implement Prime Minister's Directive No. 406/TTg dated August 8, 1994 on banning the production, transportation, trade and use of firecrackers; No. 902/CT-TTg dated June 25, 2009 on strengthening the management of weapons, explosives, supporting tools, firecrackers, and prohibited dangerous toys, ensuring security and order in the new situation... Closely coordinate with authorities at all levels to strengthen inspection and control, promptly detect, prevent and strictly handle all acts of smuggling, transportation and use of all types of firecrackers according to the law. Authorities at all levels must be responsible if firecrackers occur in the area.

Organize traffic flow and guidance; increase patrols, control and strictly punish those who violate traffic safety laws such as speeding, racing, carrying more people than allowed, and using alcohol above the permitted concentration when participating in traffic. Focus on directing strongly to overcome traffic congestion and minimize traffic accidents.

9. The Provincial Fire Prevention and Fighting Police strengthen measures to prevent and fight fires and explosions, search and rescue, especially in key areas, production and business units, high-rise apartment buildings and densely populated residential areas, historical and cultural relic sites...

10. The Department of Culture, Sports and Tourism, the Department of Foreign Affairs, the Provincial People's Committee Office, the Provincial Police, and the Union of Friendship Organizations create all favorable conditions for foreigners and overseas Vietnamese to enjoy Tet and welcome Spring in a warm, safe, and affectionate manner; Coordinate with the Journalists' Association, Newspapers and Radio agencies to organize cultural and artistic activities, Spring Newspaper Festivals, sports, and entertainment activities to serve the people during Tet. Strengthen inspection and supervision of the organization of cultural, sports, tourism, and festival activities during Tet to ensure joy, health, safety, and economy, in accordance with the traditions, customs, and practices of each locality, promptly prevent negative manifestations and take advantage of festivals to make illegal profits.

11. Sectors, localities and units organize activities to celebrate the Party, celebrate Spring and celebrate Tet joyfully, healthily, safely and economically, against extravagance and waste. Mobilize and encourage businesses, organizations and individuals to participate in supporting and helping; organize well the visits and material and spiritual encouragement for poor families, people in remote areas, border areas, islands, policy beneficiaries, the elderly, the lonely, homeless in the area so that everyone can enjoy the spring and Tet; visit and encourage officers and soldiers of armed forces units on duty during Tet in border areas and islands; do a good job of decorating and visiting the Martyrs' Cemetery.

The Department of Labor, War Invalids and Social Affairs shall preside over and coordinate with the Department of Finance and the People's Committees of districts, cities and towns to fully implement the regimes and policies of the Party and the State for people with meritorious services to the revolution, people receiving social assistance policies, and the poor during Tet; promptly review households that are hungry during Tet, ensuring that no household is hungry during Tet; advise the Provincial People's Committee, Ministries and Central branches to provide rice to support households that are hungry during Tet. Develop a specific plan to well organize visits and gift giving to policy beneficiaries, people with meritorious services... Coordinate with relevant agencies to ensure order and safety in drug rehabilitation facilities and strengthen the implementation of social evil prevention work.

Agencies, units, and localities mobilize cadres, civil servants, and people to organize cleaning of agencies, streets, communes, villages, hamlets, and residential areas to ensure "green, clean, beautiful" culture and civilization.

12. The Department of Information and Communications directs press agencies, radio and television stations to carry out information and propaganda work well to serve people to celebrate Tet happily, excitedly, safely and economically; increase the time to promptly inform about the market price situation, the supply and demand of goods in the area, about the plan to reserve goods to stabilize the market... so that people know, creating consensus in society; ensure network safety and smooth communication security to serve Party, State and government agencies at all levels during Tet.

13. Departments, branches, sectors, authorities at all levels and agencies and units must strictly implement the work of practicing thrift, fighting waste, thoroughly saving in public spending, purchasing from the budget, organizing conferences, and year-end summaries. It is strictly forbidden to take advantage of Tet holidays to organize parties, wasteful eating and drinking, use State money and assets to reward, give gifts to organizations or individuals in any form that is not in accordance with the State's regulations. Strictly implement the Prime Minister's direction not to give New Year greetings or gifts to leaders.

Cadres, civil servants and public employees are strictly prohibited from gambling in any form; alcohol, beer and alcoholic beverages are not allowed while driving, during working hours and lunch breaks during working days and on-duty days. Party members, cadres, civil servants and public employees must set an example to encourage people to seriously implement this policy.

14. Sectors: Electricity, Telecommunications, Water Supply Companies in the province review and have plans to ensure adequate supply of electricity, water, and uninterrupted communication to serve people's production and consumption; strengthen information and propaganda work on safe, economical and effective use of electricity, focusing on fire and explosion prevention due to electrical short circuits in public places, markets, industrial parks, entertainment areas, and residential areas; Arrange regular on-duty staff to promptly handle any unusual incidents that may occur.

15. Departments, branches, localities, units, organizations and enterprises located in the area proactively arrange Tet duty plans and production and business plans to ensure smooth operations during the Lunar New Year. Immediately after the Tet holiday, agencies, organizations and units urgently focus on work, not allowing delays to affect work efficiency and production and business activities.

16. Requesting the Departments, branches, People's Committees of districts, cities, towns and agencies, units to seriously implement the contents of this Directive and report in writing to the Provincial People's Committee to synthesize and report to the Standing Committee of the Provincial Party Committee and the Prime Minister according to regulations. For any unusual developments, it is necessary to immediately report so that the Provincial People's Committee can take timely measures to direct and handle them.

The Provincial People's Committee requests Party committees at all levels to strengthen leadership and direction of the Fatherland Front and socio-political organizations to coordinate with authorities at all levels to propagate and mobilize people of all walks of life to actively participate in implementing this Directive.
