Strengthening price stabilization, ensuring order, safety and social security during the Dinh Dau New Year

(Baonghean.vn) - Implementing Directive No. 33/CT-TTg dated December 17, 2016 of the Prime Minister on strengthening management and operation to stabilize market prices, ensure social order and safety during the Lunar New Year 2017; at the same time, well preparing conditions to serve people to welcome the New Year and Tet joyfully, peacefully, safely and economically, the Provincial People's Committee requests Directors of Departments, Heads of Boards, branches, units, Chairmen of People's Committees of districts, cities and towns to well implement the following contents:

1. Continue to synchronously and effectively direct the implementation of solutions set forth in Resolution No. 01/NQ-CP dated January 7, 2016 of the Government on the main tasks and solutions to direct the implementation of the socio-economic development plan and the state budget estimate for 2016, Official Dispatch No. 2239/CD-TTg dated December 13, 2016 on ensuring traffic order and safety during the New Year, Dinh Dau Lunar New Year and Spring Festival 2017; Effectively implement Plan No. 541/KH-UBND dated September 6, 2016 on preventing and combating violations related to fireworks before, during and after Dinh Dau Lunar New Year in 2017; Plan No. 759/KH-UBND dated December 13, 2016 on the peak of the fight against smuggling, trade fraud and counterfeit goods before, during and after the Lunar New Year of Dinh Dau 2017; Official Dispatch No. 34/CD-UBND dated November 6, 2016 on strengthening fire prevention and fighting measures and other directive documents...

Sectors and levels focus on directing the removal of difficulties and obstacles, promoting production and business, developing the economy; focusing on planting, caring for and preventing drought, cold, pests and diseases for crops and livestock, protecting and developing production effectively, striving for the highest productivity and output. The Department of Agriculture and Rural Development is assigned to preside over and coordinate with districts, cities and towns to take measures to ensure sufficient irrigation water, seeds and fertilizers to meet the production needs of the 2016-2017 Winter-Spring crop according to the crop plan.

2. Các lực lượng chức năng (Quản lý thị trường, Công an, Biên phòng, Hải quan, Y tế, Nông nghiệp và PTNT, Thuế, Khoa học và Công nghệ...) và các Đoàn liên ngành kiểm tra công tác phòng chống buôn lậu, gian lận thương mại và hàng giả trên địa bàn tỉnh năm 2016 tăng cường công tác kiểm tra, kiểm soát, ngăn chặn việc buôn bán, vận chuyển hàng nhập lậu, sản xuất, kinh doanh hàng giả, hàng kém chất lượng, hàng không rõ nguồn gốc, hàng vi phạm an toàn vệ sinh thực phẩm. Xử lý nghiêm các hành vỉ vi phạm, kể cả việc áp dụng các biện pháp mạnh như đình chỉ hoạt động, rút giấy phép kinh doanh hoặc đề nghị cơ quan chức năng truy cứu trách nhiệm hình sự theo quy định của pháp luật các hành vi đầu cơ, găm hàng nhằm tăng giá để thu lợi bất chính.

3. Sở Tài chính phối hợp với Sở Công Thương và các huyện, thành, thị theo dõi sát tình hình diễn biến giá cả, thị trường, nhất là các mặt hàng, dịch vụ thiết yếu, hàng thuộc diện bình ổn giá, để chủ động có phương án điều tiết kịp thời, không để xẩy ra tình trạng thiếu hàng, tăng giá cục bộ; đôn đốc, chỉ đạo quyết liệt các chương trình bình ổn giá, đảm bảo đủ nguồn hàng, lưu thông hàng hoá thông suốt. Tổ chức họp lý hệ thống phân phối, điểm bán hàng bình ổn giá, tổ chức các chuyến hàng lưu động phục vụ tại các vùng nông thôn, vùng sâu, vùng xa, gắn Chương trình đưa hàng Việt về nông thôn với việc thực hiện Cuộc vận động "Người Việt Nam ưu tiên dùng hàng Việt Nam", để cung ứng kịp thời cho nhân dân, góp phần bình ổn giá trong dịp Tết.

4. Các Thành viên Ban chỉ đạo 389 tỉnh tăng cường chỉ đạo các lực lượng chức năng phối hợp chặt chẽ để tăng cường tuần tra, kiểm soát phòng chống buôn lậu, gian lận thương mại, hàng giả; tập trung kiểm tra, tuần tra tại các tuyến và địa bàn trọng yếu thường xuyên, liên tục từ nay đến Tết Nguyên đán; Thực hiện nghiêm túc các quy định về giá đối với các tổ chức, cá nhân kinh doanh các mặt hàng thiết yếu như: gạo, thịt gia súc, gia cầm, sữa, thuốc lá, rượu, bia, nước ngọt, xi măng, sắt thép và vật liệu xây dựng, thuốc chữa bệnh, phân bón, mỹ phẩm, thực phẩm chức năng, điện thoại di động, quần áo, xăng dầu, dịch vụ vận tải... Đặc biệt chú ý tổ chức kiểm tra toàn diện và xử lý nghiêm hành vi vi phạm, không thực hiện hoặc thực hiện không đúng quy định về việc phải niêm yết giá và bán theo giá niêm yết tại các doanh nghiệp, cửa hàng, cửa hiệu, siêu thị trên địa bàn tỉnh.

Giao Chi cục Quản lý thị trường (Sở Công Thương) - Cơ quan thường trực của Ban chỉ đạo 389 tỉnh thiết lập đường dây điện thoại nóng, công bố công khai, rộng rãi đến các phương tiện thông tin đại chúng các hành vi vi phạm và các tổ chức, cá nhân có hành vi vi phạm để phát hiện, ngăn chặn vả xử lý kịp thời nhằm tạo sự đồng thuận trong xã hội, tránh tâm lý bất an trong nhân dân.

5. Cục Thuế tỉnh đẩy mạnh các biện pháp kiểm tra, thanh tra, chống thất thu, gian lận thuế, giảm nợ đọng thuế, chấn chỉnh công tác hoàn thuế.

Sở Tài chính quản lý chặt chẽ chi ngân sách bảo đảm hiệu quả, tiết kiệm, đúng chế độ; rà soát, cắt giảm hoặc tạm ngừng các khoản chi chưa thực sự cấp bách, nội dung không thiết thực.

Kho bạc Nhà nước tỉnh thực hiện tốt công tác kiểm soát chi, kiên quyết không chấp nhận các khoản chi sai chế độ, chi làm quà biếu... Cân đối tiền mặt để đảm bảo chi trả tiền lương, phụ cấp, quà cho các đối tượng chính sách, người có công, đối tượng bảo trợ xã hội.

6. Sở Y tế phối hợp với các ngành chức năng liên quan và các địa phương tăng cường công tác quản lý vệ sinh an toàn thực phẩm, thực hiện tốt công tác thanh tra, kiểm tra liên ngành về an toàn thực phẩm đối với các cơ sở sản xuất, kinh doanh thực phẩm; kịp thời phát hiện, xử lý nghiêm các vi phạm an toàn thực phẩm và công khai trên phương tiện thông tin đại chúng để kịp thời cảnh báo cho người dân... Chuẩn bị đầy đủ nhân lực, thuốc chữa bệnh, tăng cường các kíp trực ở bệnh viện, trung tâm và trạm y tế để xử lý kịp thời các trường hợp cấp cứu vào mọi thời điểm trong dịp Tết.

7. Sở Giao thông Vận tải phối họp với Công an tỉnh tăng cường kiểm tra, kiểm soát chất lượng, an toàn kỹ thuật các phương tiện tham gia giao thông; có biện pháp ngăn chặn việc vận chuyển trái phép hàng cháy nổ, hàng nguy hiểm, các sản phẩm từ gia súc, gia cầm không rõ nguồn gốc và không có chứng nhận kiểm dịch y tế trên các phương tiện vận tải.

Coordinate with the People's Committees of districts, cities and towns to take appropriate measures for transport businesses to mobilize additional means of passenger transport with good quality, ensuring safety, meeting the people's convenient travel needs with stable fares; strengthen inspection of the implementation of fare declaration, posting of transport fares, train and bus fares according to regulations; Promote effective implementation of solutions to control and minimize traffic accidents; Arrange areas for selling flowers and ornamental plants to avoid encroachment and occupation of roadsides and sidewalks; overcome traffic congestion, especially on inner-city routes of Vinh city, bus stations and wharfs; resolutely and strictly handle violations of traffic order and safety; strengthen conditions to ensure rescue when incidents occur.

8. Provincial Police, Provincial Military Command, Provincial Border Guard Command according to functions:

+ Direct and arrange forces and means to absolutely protect the safety of key construction targets, political, economic and cultural centers and event and festival venues; promptly detect and fight to prevent hostile forces from taking advantage of the Tet holiday to carry out terrorist and sabotage activities.

+ Strengthen measures to prevent criminal offenses and effectively deploy crime prevention solutions, ensure security and order in all areas, maintain border and island security, rural and urban security. Focus on attacking and suppressing gangs, groups, and dangerous criminal offenses; Timely detect and prevent acts of public disorder, theft, fraud, gambling, and social evils; strengthen state management solutions on security and order, immigration management, residence management, and foreigner management.

+ Organize well the work of on-duty and command duty, ready forces and means to handle unusual developments, ensure political security, social order and safety and a peaceful life for the people.

Continue to strictly implement Prime Minister's Directive No. 406/TTg dated August 8, 1994 on banning the production, transportation, trade and use of firecrackers; No. 902/CT-TTg dated June 25, 2009 on strengthening the management of weapons, explosives, supporting tools, firecrackers, and prohibited dangerous toys, ensuring security and order in the new situation... Closely coordinate with authorities at all levels to strengthen inspection and control, promptly detect, prevent and strictly handle all acts of smuggling, transportation and use of all types of firecrackers according to the provisions of law. Authorities at all levels must be responsible if firecrackers occur in the area.

Organize traffic flow and guidance; increase patrols, control and strictly punish those who violate traffic safety laws such as speeding, racing, carrying more people than allowed, and using alcohol above the permitted concentration when participating in traffic. Focus on directing strongly to overcome traffic congestion and minimize traffic accidents.

9. The provincial Fire Prevention and Fighting Police strengthen measures to prevent and fight fires and explosions, search and rescue, especially in key areas, production and business units, high-rise apartment buildings and densely populated residential areas, historical and cultural relic sites...

10. The Department of Culture, Sports and Tourism, the Department of Foreign Affairs, the Office of the Provincial People's Committee, the Provincial Police, and the Union of Friendship Organizations create all favorable conditions for foreigners and overseas Vietnamese to enjoy Tet and welcome Spring in a warm, safe, and affectionate manner; Coordinate with the Journalists' Association, Newspapers and Radio agencies to organize cultural and artistic activities, Spring Newspaper Festivals, sports, and entertainment activities to serve the people during Tet. Strengthen inspection and supervision of the organization of cultural, sports, tourism, and festival activities during Tet to ensure joy, health, safety, and economy, in accordance with the traditions, customs, and practices of each locality, promptly prevent negative manifestations, and take advantage of festivals to make illegal profits.

11. Sectors, localities and units organize activities to celebrate the Party, celebrate Spring, and celebrate Tet joyfully, healthily, safely and economically, against extravagance and waste. Mobilize and encourage businesses, organizations and individuals to participate in supporting and helping; organize well the visits and material and spiritual encouragement for poor families, people in remote areas, border areas, islands, policy beneficiaries, the elderly, the lonely, and homeless in the area so that everyone can celebrate Spring and Tet; visit and encourage officers and soldiers of armed forces units on duty during Tet in border areas and islands; do a good job of decorating and visiting the Martyrs' Cemetery.

The Department of Labor, War Invalids and Social Affairs shall preside over and coordinate with the Department of Finance and the People's Committees of districts, cities and towns to fully implement the regimes and policies of the Party and the State for people with meritorious services to the revolution, people receiving social assistance policies, and the poor during Tet; promptly review households that are hungry during Tet, ensuring that no household is hungry during Tet; advise the Provincial People's Committee, Ministries and Central branches to provide rice to support households that are hungry during Tet. Develop a specific plan to well organize visits and gift giving to policy beneficiaries, people with meritorious services... Coordinate with relevant agencies to ensure order and safety in drug rehabilitation facilities and strengthen the implementation of social evil prevention work.

Agencies, units, and localities mobilize cadres, civil servants, and people to organize cleaning of agencies, streets, communes, villages, hamlets, and residential areas to ensure "green, clean, beautiful" culture and civilization.

12. The Department of Information and Communications directs press agencies, radio and television stations to carry out information and propaganda work well to serve people to celebrate Tet happily, joyfully, safely and economically; increase the time to promptly inform about the market price situation, the supply and demand of goods in the area, the plan to reserve goods to stabilize the market... so that people know, creating consensus in society; ensure network safety and smooth communication security to serve Party, State and government agencies at all levels during Tet.

13. Departments, branches, sectors, authorities at all levels and agencies and units must strictly implement the work of practicing thrift, fighting waste, thoroughly saving in public spending, purchasing from the budget, organizing conferences, and year-end summaries. It is strictly forbidden to take advantage of Tet holidays to organize parties, wasteful eating and drinking, using State money and assets to reward, give gifts to organizations or individuals in any form that is not in accordance with the State's regulations. Strictly implement the Prime Minister's direction not to give New Year greetings or gifts to leaders.

Cadres, civil servants and public employees are strictly prohibited from gambling in any form; alcohol, beer and alcoholic beverages are not allowed to be consumed while driving, during working hours and lunch breaks during working days and on-duty days. Party members, cadres, civil servants and public employees must set an example to encourage people to seriously implement this policy.

14. Sectors: Electricity, Telecommunications, Water Supply Companies in the province review and have plans to ensure adequate supply of electricity, water, and uninterrupted communication to serve people's production and consumption; strengthen information and propaganda work on safe, economical and effective use of electricity, focusing on fire and explosion prevention due to electrical short circuits in public places, markets, industrial parks, entertainment areas, and residential areas; Arrange regular on-duty staff to promptly handle any unusual incidents that may occur.

15. Departments, branches, localities, units, organizations and enterprises located in the area proactively arrange Tet duty plans and production and business plans to ensure smooth operations during the Lunar New Year. Immediately after the Tet holiday, agencies, organizations and units urgently focus on work, not allowing delays to affect work efficiency and production and business activities.

16. Requesting the Departments, branches, People's Committees of districts, cities, towns and agencies, units to seriously implement the contents of this Directive and report in writing to the Provincial People's Committee for synthesis and reporting to the Standing Committee of the Provincial Party Committee and the Prime Minister according to regulations. For any unusual developments, it is necessary to immediately report so that the Provincial People's Committee can take timely measures to handle them.

The Provincial People's Committee requests Party committees at all levels to strengthen leadership and direction of the Fatherland Front and socio-political organizations to coordinate with authorities at all levels to propagate and mobilize people of all walks of life to actively participate in implementing this Directive.
