Strengthening the connection between National Assembly deputies and the people

Timely reflection of voters' wishes

Identifying their role as representatives of the people's will and aspirations, National Assembly deputies always maintain close contact with voters, thereby collecting and promptly reflecting voters' opinions and aspirations to the National Assembly and relevant agencies and organizations.

Before and after the 3rd and 4th sessions of the National Assembly (14th National Assembly), the National Assembly Delegation of Nghe An province developed a plan for meeting voters of National Assembly deputies in 21 districts, cities and towns according to each constituency in the province.

The delegation conducted 4 regular voter contact sessions at 84 locations of the constituencies in the form of voter contact at a commune or commune cluster. Voters' opinions were compiled and classified by the delegation, and were conveyed by National Assembly deputies to the National Assembly, the Government, ministries, branches and the Provincial People's Committee.

In addition to regular meetings with voters before and after National Assembly sessions, with innovative methods, the Provincial National Assembly Delegation has organized for National Assembly deputies to meet voters on topics such as implementing State policies and laws for people in areas affected by hydropower projects, investing in the construction of irrigation works for mountainous people, issues related to environmental pollution from mineral exploitation projects; on forest management, care and protection; dialogue between National Assembly deputies and Nghe An youth...

Thereby, the opinions and recommendations of voters of the province have been recorded and reflected to the National Assembly and relevant agencies for consideration and response according to regulations.

In particular, during the meetings with voters, the National Assembly Delegation invited representatives of leaders of departments and branches related to the fields that voters were interested in to directly respond to the petitions.

Through this activity, many issues that voters are interested in were promptly answered, especially in areas related to policies for people with meritorious services, infrastructure construction in rural and mountainous areas...

At the same time, at the National Assembly sessions, the provincial National Assembly deputies spent time researching and actively participating in contributing ideas to law-making in group discussions and in the hall; participating in questioning members of the Government as well as giving opinions on many important issues of the country, while simultaneously reflecting the urgent issues of voters for the National Assembly and the Government to pay attention to. This shows that the deputies have clearly demonstrated their roles and responsibilities, contributing to improving the quality and effectiveness of the National Assembly's activities.

Improve the quality of monitoring activities

Supervision is one of the important and regular activities and one of the basic functions of the National Assembly Delegation. In 2017, the Provincial National Assembly Delegation participated in the National Assembly's Thematic Supervision Delegation on the content of "Implementation of policies and laws on food safety in the period of 2011-2016"; Implementation of policies and laws on reforming the state administrative apparatus in the period of 2011-2016; participated in the National Assembly Standing Committee's Supervision Delegation on the content of: "Implementation of policies and laws for individuals and organizations exploiting, farming and processing seafood in developing the marine economy associated with ensuring national defense and security"; "Implementation of policies and laws on investment and exploitation of traffic works in the form of build-operate-transfer (BOT) contracts"; participated in the Supervision Delegations of the National Assembly's Social Affairs Committees; Participated in the Ethnic Council's monitoring delegation on "The situation and results of implementing policies and laws on land and forest allocation to communities and households in ethnic minority and mountainous areas in the period 2006 - 2016",...

In addition, the Provincial National Assembly Delegation organized a thematic supervision delegation on the settlement of voters' petitions sent to the Provincial People's Committee after the first and second sessions of the 14th National Assembly; coordinated to participate in the thematic supervision delegation of the Standing Committee of the People's Council and the Committees of the Provincial People's Council.

Regarding the work of receiving citizens, provincial National Assembly deputies always demonstrate their responsibility in explaining the law, providing guidance and receiving citizens' complaints and denunciations according to the law; at the same time, they pay attention to supervising the settlement of citizens' complaints and denunciations.

The provincial National Assembly delegation organized to collect opinions on the draft laws passed and submitted to the National Assembly at the 3rd and 4th sessions. After collecting opinions, the delegation directed the Office to promptly synthesize and report to the National Assembly Standing Committee and send to the Provincial People's Committee according to the law.

In 2018, the Provincial Delegation of National Assembly Deputies continued to improve the quality, effectiveness and efficiency of the National Assembly's operations, contributing to the successful implementation of socio-economic development tasks in the new period.

Thus, it requires each delegate to constantly promote their capacity, good moral qualities, fully promote their responsibilities, unite and participate in the common plans and programs of the Provincial National Assembly Delegation, helping the delegation's activities to become increasingly effective.
