CLARIFYING THE REASONS FOR SLOW DISBURSEMENT OF PUBLIC INVESTMENT CAPITAL

At the group discussion session, delegates acknowledged and highly appreciated the achievements of the province in 2022, and at the same time raised concerns and suggestions related to many contents.

Delegate Nguyen Duy Can, Vinh City constituency, raised the issue of low progress in disbursing public investment capital this year; up to now, it has only reached over 50%. The Vinh City delegate said that among many reasons, one reason is that project appraisal and examination officials are overly cautious. He asked the Department of Planning and Investment to further clarify this content.

Delegate Nguyen Duy Can also suggested that administrative procedure reform should be more drastic; focusing on removing difficulties for businesses, especially potential investors, new investors, and new businesses.

Chairman of Hoang Mai Town People's Committee Nguyen Huu An proposed that the Provincial People's Committee and departments and branches consider consulting competent authorities to allow authorization for district level to appraise prices, especially compensation prices for site clearance, to speed up site clearance progress, thereby speeding up disbursement of public investment capital.

Delegate Nguyen Thi Kim Chi - Member of the Provincial Party Standing Committee, Secretary of the Provincial Agencies Party Committee analyzed the current difficult situation of enterprises leading to the risk of job loss for Nghe An workers working far away, as well as workers in the province. Hoping that in the coming time, authorities at all levels will coordinate with localities, unions, and enterprises to create conditions to solve and stabilize jobs for workers, this is also a legitimate desire of voters.

Delegate Nguyen Thi Kim Chi also proposed to review the implementation of the Resolution of the 19th Provincial Party Congress after half of the term, thereby clearly informing voters, at the same time evaluating and assigning responsibilities to find solutions for the remaining time of the term; continue to pay attention to reviewing and recovering slow-progressing projects in Cua Lo town.

Delegate Pham Tuan Vinh - Secretary of Thai Hoa City Party Committee said that currently, the reality is that districts, cities and towns are still very confused in digital transformation, so he hopes that relevant departments and branches will provide guidance for the grassroots; at the same time, the delegate also suggested that it is necessary to pay attention to solving the situation of medical staff asking to quit their jobs; difficulties in bidding leading to a shortage of medicine, medical equipment and supplies for hospitals.

Delegate Nguyen Hong Son - Chairman of Nam Dan District People's Committee suggested that it is necessary to pay attention to stimulating demand for agriculture, and have stronger policies to support improving the quality and output of OCOP products.

At the discussion session, leaders of some relevant departments and branches of the province also explained and clarified the opinions of the delegates. Director of the Department of Planning and Investment Nguyen Xuan Duc said: The reason for the slow disbursement of public investment capital, in addition to objective reasons such as the large number of projects (accounting for more than 50%) while this is the first year of implementing the allocation of capital sources, so there are still many procedures, there are also subjective reasons, including the more cautious appraisal work of the units.

PROMPTLY RESOLVE ANY PROBLEMS THAT ARISE

Speaking at the discussion of Group 1, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee Nguyen Duc Trung further clarified the outstanding results achieved by the province in implementing the socio-economic development tasks of the province in 2022. On that basis, the lessons learned were: Solidarity, unity, and responsibility from the Standing Committee, the Provincial Party Committee Standing Committee, the Provincial Party Executive Committee to the sectors and localities.

Along with that is the smooth coordination to promptly resolve problems arising in practice for the common work of the province; continue to implement with focus, especially investment resources to concentrate on key projects of the province to create momentum for development.

Regarding the shortcomings and limitations, especially the low disbursement rate of public investment capital in 2022, in addition to objective reasons, the Chairman of the Provincial People's Committee frankly acknowledged: The process of handling procedures, including those of investors, including sectors, localities and relevant agencies, has not had coordination to handle procedures quickly; at the same time, in some localities, comrades in the Party Committee have not participated in leadership and close direction.

This is also related to the story of administrative reform. Although there have been changes and are more positive, many administrative procedures between sectors and localities for businesses and people, according to the Chairman of the Provincial People's Committee, still do not meet requirements.

In addition, in the current context, there are many issues related to violations of officials being handled, even handled by law, leading to fear, hesitation, and caution.

Analyzing and pointing out the above causes, especially the subjective causes, the head of Nghe An Provincial People's Committee said that this is a real story that must be frankly acknowledged, so that each level, each sector, each locality can see their responsibility and must be more determined in leadership, direction and operation from the perspective of sharing and shouldering the common work of the province.

That is also the message and motto that the Chairman of the Provincial People's Committee wants to convey to delegates, leaders of departments, branches and localities in the process of leading, directing, operating and coordinating the implementation of the goals of their branches and localities, especially in the context of forecasting many difficulties and challenges; thereby contributing to the overall development of the province.

“We must recognize that if we do not make efforts ourselves, there will be no results. This effort must be combined with each other, not just standing around looking at this or that sector, this or that locality,” Chairman of the Provincial People's Committee Nguyen Duc Trung expressed his concern.

On that basis, referring to the socio-economic development plan for 2023, comrade Nguyen Duc Trung said that the People's Committee has considered very carefully in the context of many difficulties; thereby believing that, with the foundation of overcoming difficulties, basically achieving the goals and targets of 2022, our province is fully capable of achieving the goals of 2023 such as: GRDP growth reaching 9 - 10%, budget revenue of 15,857 billion VND;...

Also at the discussion session, the head of the Provincial People's Committee discussed a number of other contents, especially the removal of difficulties for businesses.
