Strengthening state management in the fields of judicial support and judicial administration to better serve the needs of the people.

On the morning of January 12, the Department of Justice held a conference to deploy judicial work in 2023. Attending and directing the conference were comrades: Dang Hoang Oanh, Deputy Minister of Justice; Bui Thanh An, member of the Provincial Party Standing Committee, Vice Chairman of Nghe An Provincial People's Committee; Hoang Thi Thu Trang, Director of the Department of Justice.

During the year, 477 auctions were conducted.

In 2022, the Department of Justice inspected 183 documents, the Department of Justice inspected 308 documents; through inspection, 5 documents were found to be illegal in terms of content and authority. The Department of Justice presided over and coordinated with provincial departments, branches and sectors to review 734 legal documents; the Department of Justice presided over the review of 625 legal documents; 170 documents were processed after review.

The Provincial People's Committee has also paid attention to and directed the implementation of legal work and legal support for enterprises. Legal support work has achieved positive results, helping enterprises grasp legal documents related to their production and business activities; supporting, answering, and providing legal information when enterprises have a need...

Collaboratepopularize legal education(PBGDPL) continues to innovate, many new forms and methods have been implemented, bringing practical results such as: Organizing legal knowledge contests; implementing PBGDPL on the Electronic Information Page; through fanpage, facebook, zalo... thereby "softening" legal documents that are considered dry, helping people to easily access, contributing to improving the effectiveness of law enforcement in Nghe An province. In 2022, the whole province organized 7,232 direct PBGDPL meetings; 238 legal knowledge contests; distributed more than 787,758 PBGDPL propaganda documents for free.

The work of building communes to meet legal access standards continues to receive attention, currently 357/460 communes, wards and towns meet legal access standards (reaching a rate of 77.61%). Mediation work at the grassroots level is regularly improved and put into effective operation. In the first 10 months of 2022, the whole province received 3,594 cases, successfully mediated 2,667 cases, reaching a rate of 74.21%.

The team of legal reporters and propagandists at all levels is regularly strengthened, improved and supplemented every year, with 110 provincial-level legal reporters, 846 district-level legal reporters and 6,254 commune-level legal propagandists.

The work of civil status, nationality, authentication, judicial records, etc. has achieved many results. During the year, nearly 65,000 judicial records were issued (an increase of 200% compared to 2021), the rate of on-time issuance reached 97%.

Currently, there are 24 property auction organizations, which conducted 477 auctions during the year, of which 438 were successful; worth more than VND 6,468 billion; and paid more than VND 1.8 billion to the budget. The Property Auction Service Center under the Department of Justice alone signed 178 contracts; successfully auctioned 174 contracts, worth more than VND 650 billion; and paid VND 787 million to the budget.

At the conference, officials and civil servants of the Justice sector frankly pointed out the limitations such as: Administrative reform has not achieved the desired results; there are still some records of judicial records that do not meet the time limit requirements; online public services at levels 3 and 4 are still limited. Resources, facilities, especially information technology infrastructure of the sector have not met the requirements. The effectiveness of legal education and dissemination work is not high in some places and at some times.

Speaking at the conference, comrades Dang Hoang Oanh, Deputy Minister of Justice; Bui Thanh An, Member of the Provincial Party Standing Committee, Vice Chairman of the Provincial People's Committee acknowledged the results achieved by the leadership, cadres and civil servants of the Department of Justice in the past year.

To effectively implement the judicial tasks in 2023, Mr. Dang Hoang Oanh, Deputy Minister of Justice, requested the Nghe An Department of Justice to focus on doing well a number of tasks and solutions; In particular, it is necessary to be more flexible in responding to policies, promptly resolving difficulties in the process of institutional implementation to create mechanisms and motivation for the province's socio-economic development.

Strengthen state management in the fields of judicial support and judicial administration, increasingly better serving the needs of society and people. Continue to effectively and timely implement the tasks of Project 06/QD-TTg, ensuring compliance with legal regulations on civil status, citizen identification and laws on management, connection and sharing of digital data of state agencies. It is necessary to identify investment in building and perfecting institutions as investment in development. Focus on perfecting and innovating the organization, apparatus, and staffing of people working in law-making and legal affairs to meet the requirements of assigned work and tasks.

Concluding the conference, Comrade Bui Thanh An, Member of the Provincial Party Standing Committee, Vice Chairman of the Provincial People's Committee, also stated that the Judicial sector needs to continue to well implement the Party's guidelines and policies and the State's laws on judicial work in the province, especially Resolution No. 27 of the 13th Party Central Committee on continuing to build and perfect the socialist rule-of-law state of Vietnam in the new period.

Improve the quality of work on drafting legal documents, mechanisms and policies, focusing on feasibility, consistency and unity of the legal system to establish a more transparent, open and favorable investment and business environment.

Strengthening the organization of law enforcement; improving the quality of inspection of legal documents; promptly reviewing inconsistencies, contradictions, and those no longer suitable to reality to propose amendments and supplements; focusing on areas directly related to the rights and legitimate interests of people and businesses; ensuring social security, protecting the environment, and promoting economic recovery and development.

Continue to innovate and diversify the content and forms of legal dissemination to better meet the needs of the people. Continue to effectively implement the task of building communes that meet legal access standards, making practical contributions to the movement of building new rural areas in communes, districts and provinces.
