Strengthening propaganda so that doctors and people have a correct understanding of homosexuals, bisexuals and transgenders
The Ministry of Health has just sent a document to the Department of Health of provinces and cities; medical examination and treatment facilities under the Ministry of Health and ministries and branches on rectifying the work of medical examination and treatment for homosexuals, bisexuals and transgender people. Homosexuality is not a disease, cannot be "cured", does not need to be "cured".
Ministry of Healthsaid it received information reflecting that currently some medical examination and treatment facilities and some doctors claim to cure homosexuality.
Meanwhile, the American Psychiatric Association and the World Health Organization (WHO) have confirmed that homosexuality is not a disease. Therefore, homosexuality cannot be "cured", does not need to be "cured", and cannot be changed in any way.
On May 17, 1990, WHO officially removed homosexuality from the list of mental illnesses.
Since 1994, homosexuality has been declassified as a mental disorder and is not listed in the DSM-5 (Diagnostic and Statistical Manual of Mental Disorders).
WHO also determined that "homosexuality is not a disease" but rather people with sexual orientation towards people of the same sex.
Homosexuality and transgenderism were removed from the chapter on Mental and Behavioural Disorders in the International Classification of Diseases (ICD) by WHO in 1990 and 2019 respectively.

No intervention or forced treatment for homosexuals, bisexuals, and transgender people
Therefore, the Ministry of Health requests that leaders of units direct medical examination and treatment facilities under their management to thoroughly educate medical examination and treatment facilities nationwide to increase propaganda and dissemination so that doctors, medical staff and people coming to medical examination and treatment facilities have a correct understanding of homosexual, bisexual and transgender people.
When organizing medical examination and treatment for homosexuals, bisexuals, and transgender people, there must be equality and respect for gender, and no discrimination or prejudice against these subjects;
Do not consider homosexuality, bisexuality, transgender as a disease
No intervention or forced treatment should be given to these subjects. If any, it should only be psychological support and should be provided by someone with knowledge of gender identity.
The Ministry of Health requires strengthening the inspection and examination of medical examination and treatment facilities and practitioners in implementing and complying with the principles of medical examination and treatment practice in accordance with the provisions of law.
