Generate large revenue from land use rights exploitation
(Baonghean) - Do Luong is a dynamic land and people have a great demand for buying residential land, so in order to exploit the land fund well, the district has planned land use, invested in building technical infrastructure, coordinated with land auction organizations and related agencies to gradually limit the situation of "land brokers" to create trust for people, thus creating a large source of revenue for the state budget.

There is still a lot of land in Do Luong, but in exploiting the land fund, the district always follows the planning, so there is no overlap in exploiting the land fund and does not cause resentment among the people. Mr. Nguyen Quang Minh - Head of the Department of Natural Resources and Environment of Do Luong said: "To effectively exploit the land fund, the district coordinates with the consulting unit to develop a land use plan for each stage, thereby serving as a basis for developing a land use plan for each year.
During the implementation process, the district has carried out the review of land use categories in 33 communes and towns, and at the same time promoted the inspection of land recovery, land allocation and land leasing in the district. Especially in the land use handover, the district has done a good job of reforming administrative procedures, so that the land auction winners after completing their financial obligations are given favorable conditions in granting Land Use Right Certificates.
In Do Luong, due to the high value of land and the great demand of people for residential land, land auctions in some communes and towns have attracted a large number of people to participate in the auction, even causing "land brokers" to cause frustration for the people. Faced with this reality, the district has promptly intervened and directed the Department of Natural Resources and Environment to coordinate with relevant agencies to take corrective measures in the process of organizing land use auctions such as: Ensuring confidentiality of information of auction participants; Ensuring security and order of auctions; Resolutely not allowing people without applications to participate in the auction...

Do Luong Town is always the leading locality in Do Luong District in terms of revenue from land use rights auctions. In 2015, in the garden area of Block 9, with an area of over 5,701m2 divided into 39 residential plots, the auction was successfully organized through the Property Auction Service Center - Department of Justice with a total value of over 38.8 billion VND. In the first 10 months of 2016, also in the garden area of Block 9 with an area of over 1,558m2, the auction reached over 11.7 billion VND.
Mr. Pham Van Thanh - cadastral officer of Do Luong Town People's Committee said: "The town currently has a lot of land that can be planned to invest in building residential land for auction and the plan is that in the last months of 2016, the town will complete the construction of infrastructure at the auction area near National Highway 7B with 30 planned land lots. Currently, the construction unit is focusing on human resources, equipment, machinery, vehicles to build roads, drainage ditches... to put into auction and is expected to create an additional source of revenue for the State budget of more than 30 billion VND".
After the auction, the auction winner will coordinate with the auction unit and the Department of Natural Resources and Environment to complete the auction winning dossier, transfer information to determine financial tasks to the Tax Department, and quickly issue the Land Use Rights Certificate.

In Van Son commune, residential land has high value and the demand for residential land purchase of the people is very high. Therefore, in the first 10 months of 2016, the auction unit here successfully organized the sale of 40 land lots of nearly 6,000m2 and collected nearly 12.5 billion VND for the State budget. Exploiting land funds has brought a large source of revenue to the State budget, and through that, created a source of capital for localities to invest in basic construction to serve the new rural construction program. In the first 10 months of 2016, the communes with high revenue from land fund exploitation are Thuong Son (nearly 24.5 billion VND), Tru Son (nearly 15.2 billion VND), Boi Son (over 8.7 billion VND), Dong Son (over 7.1 billion VND) ...
Based on the district-level land use planning and the needs of each locality, from the beginning of 2016 to now, 12 communes have conducted land fund exploitation through auctions with a total of 316 successful auctions, total area of nearly 70,600m2 with the total auction winning amount and registration fee of more than 107.3 billion VND.
It is expected that in the last months of 2016, Do Luong will continue to auction 102 land lots in Do Luong town (30 lots), Tan Son commune (42 lots), Xuan Son (20 lots), generating revenue for the budget of about 50 billion VND.
