Focusing investment resources on developing Hoang Mai town
(Baonghean.vn) - Voters of Hoang Mai town recommend: The province needs to have more investment policies for development; prioritize capital sources to speed up the progress of the town's administrative area.
Regarding this issue, the Provincial People's Committee responded as follows:
Pursuant to the Law on Public Investment, Resolution 1023/NQ-UBTVQH13 dated August 28, 2015 of the Standing Committee of the National Assembly, Decree No. 77/2015/ND-CP dated September 10, 2015 of the Government on medium-term and annual public investment plans, Decision No. 40/2015/QD-TTg dated September 14, 2015 of the Prime Minister, the Provincial People's Committee issued Decision No. 63/2015/QD-UBND dated October 30, 2015 on principles, criteria and norms for allocating development investment capital from the State budget for the period 2016-2020 in Nghe An province.

Hoang Mai town was newly established in 2013 and was identified by the province as needing support for development, so in addition to the scoring criteria according to regulations, it was given priority for additional scoring in the additional criteria (Additional criteria: Support for newly established towns for development).
According to those regulations, from 2016, local budget balance sources (excluding land use rights revenue) will be allocated according to scoring criteria for districts, cities, and towns so that localities can plan capital allocation plans to ensure compliance with the prescribed principles and criteria.

Therefore, the Town People's Committee is requested to review the priority order of urgent projects to plan capital allocation according to the town's criteria, establish a medium-term public investment plan for 2016-2020, and continue to prioritize, mobilize capital sources, and combine capital sources to invest in project construction.
