On the morning of October 27, the Provincial People's Committee held a conference to review the Sustainable Poverty Reduction Program and the emulation movement "Nghe An joins hands for the poor - No one is left behind" for the period 2016-2020.
Comrades: Vo Thi Minh Sinh - Member of the Provincial Party Standing Committee, Chairman of the Provincial Fatherland Front Committee; Bui Dinh Long - Vice Chairman of the Provincial People's Committee; Doan Hong Vu - Director of the Department of Labor, War Invalids and Social Affairs chaired the conference.
The poverty rate decreased by 9.1%
In the 5 years (2016-2020), Nghe An province has focused on many measures to achieve the goal.poverty reductionin the area. The contents and programs of poverty reduction have really come into life; mobilized the strength of the entire political and social system, enterprises; attracted the support of the community inside and outside the province and created consensus, active participation of all classes of people and of the poor themselves.
Thanks to that, Nghe An has achieved many good results in poverty reduction. Specifically: In early 2016,poverty rateThe total poverty rate in the province is 12.1%, equivalent to 95,205 households; the number of near-poor households is 10.23%, equivalent to 80,464 households. By the end of 2019, the poverty rate in the province is 4.11%, with 41,041 poor households; the near-poor household rate is 7.35%, equivalent to 75,389 households; on average, in the period 2016 - 2019,poverty ratedecrease by 2.0%/year. It is expected that by the end of 2020, the whole province will have about 3.0% poor households, achieving the planned target.

Particularly, in the 4 poor districts according to Resolution 30a and Decision 275 (Ky Son, Tuong Duong, Que Phong and Quy Chau), the poverty rate has decreased from 54.26% at the beginning of 2016 to 30.38% at the end of 2019, an average decrease of 5.97% per year (exceeding the target of 3-4% reduction per year).
During this period, through poverty reduction policies supported by the Central Government, the provincial mechanism and together with focusing on promoting the implementation of the goal of mobilizing social resources, the whole province has mobilized nearly 18,000 billion VND. From this source of funding, the province has invested in building thousands of economic and social infrastructure works, built a number of economic development models, hunger eradication and poverty reduction; infrastructure is increasingly improved; the material and spiritual life of the people has clearly improved, the rural appearance in the province has many improvements.
Strive to be lower than the national average
In addition to the achieved results, the Sustainable Poverty Reduction Program and the emulation movement "Nghe An joins hands for the poor - No one is left behind" in Nghe An still have many difficulties and problems. That is: The poverty rate of the province is still higher than the national average (at the end of 2019, Nghe An was 4.11%; the whole country was 3.75%). The poverty reduction results are not sustainable, there are still households that are re-poor and newly-emerged poor households. Currently, the whole province still has 1,340 poor households with members who are policy beneficiaries of people with revolutionary contributions.

For example: The assessment and classification of poor households in many places is still inaccurate, causing unfairness. The sectors and levels have not yet assessed the causes of poverty in order to have appropriate support measures. The coordination between the sectors and levels in implementing social security programs, livelihood models, and economic development projects is still not tight, and the efficiency is not high...
The conference also set out poverty reduction targets for 2021-2025, accordingly: Nghe An province strives to reduce the multidimensional poverty rate by about 1-1.5% each year, of which 2-3% in mountainous areas; the poverty rate in Nghe An province by the end of 2025 strives to decrease to a level lower than the national average.
Concluding the conference, Vice Chairman of the Provincial People's Committee Bui Dinh Long - Head of the Organizing Committee for the implementation of the National Target Program for Sustainable Poverty Reduction in the province suggested: All levels and sectors focus on doing a good job of accurately reviewing poor households; assessing the causes and finding the right and accurate support measures; focusing on socio-economic development, increasing the attraction of large-scale enterprises to invest in production and business in the area to accelerate the development speed, shift the economic structure associated with poverty reduction; further promote propaganda activities, raise awareness of poverty reduction for all levels, sectors and people, making the poor themselves know how to rise up and escape poverty, fighting against the mentality of waiting and relying on others.
