What challenges await the new Minister of Transport?

But our entire transport infrastructure system from road, water, air, and rail is lacking to develop a sustainable economy.
The most important thing in the near future is to first consider the planning issue to see if it is appropriate, and what steps are appropriate for Vietnam, requiring the industry Commander to have an overall view.
In the context of limited resources, it is clear that in the near future we must continue to call for capital from investors, including BOT. To do so, we must overcome the limitations of the past, first of all in terms of perfecting the legal system.
That is, how to achieve the goals set by the National Assembly and the Central Resolution in the context of lacking both legal basis and resources is a huge challenge for the transport sector.

PV:According to you, given the current reality, what are the advantages and difficulties for the person about to take over the position of Minister of Transport?
Mr. Do Van Sinh:I think that in such a situation there are always both advantages and disadvantages. The advantage is that the shortcomings of the previous period have now been pointed out.
For example, the BOT project has recently been evaluated by the Government and supervised by the National Assembly. That is an advantage for the new Minister to overcome and do better in the coming period.
However, the difficulty is that we are implementing it in a completely new way. Previously, BOT was all about appointing contractors, now we have to bid for something we have no experience with, and even if we have bid but failed, that becomes a challenge that requires the new Minister to overcome.
PV:Traffic congestion is becoming more and more serious. Do you think this is a difficult problem for the new Minister of Transport?
Mr. Do Van Sinh:The story here is still about planning. That is, the Industry Commander needs to have a comprehensive vision of planning. I hope that the National Assembly will pass the Planning Law in the near future to integrate all types of planning together.
For example, urban and rural planning with traffic planning to make the roads flow but ensure that there is no waste. For example, if the traffic system has been planned to serve the residential area corresponding to the number of people traveling like that, but then many high-rise buildings are built, then traffic jams are inevitable.
There needs to be an integrated plan to solve the overall problem. Now each person is going in a different direction, so it is obvious that there will be a deadlock.
PV:The transportation sector is of great concern to the people, so obviously the person sitting in this "hot seat" is also under a lot of pressure to find a way to solve the industry's problems?
Mr. Do Van Sinh:Sitting in this chair means having to endure pressure. First, you are the leader for a day, you have to ensure the country's goals and targets, you have to be responsible to the Party and the people for the field you are in charge of.
Second, the most important thing is to have a deep understanding of the specialized field in order to be able to direct, otherwise it is very difficult to direct in general.
Third, cadres must serve the people and the country, and must give decisive leadership to solve problems that the Party, Government, and People place their trust in leaders.
Everyone has different methods, but I think the most important thing is that you must have a clear goal. Because the responsibility of the common work will always be supported by the people, because the goal of serving the people will be successful.
