Government Inspectorate will 'receive citizens via the internet'
Deputy Inspector General of the Government Tran Ngoc Liem said that the agency is building a process to receive citizens online to help people "save the need to travel".
On the afternoon of July 29, the Prime Minister's Working Group met with ministries and branches to urge the implementation of e-Government construction.
According to Mr. Tran Ngoc Liem - Deputy Inspector General of the Government, this agency is assigned to deploy an electronic one-stop information system, receive citizens, and process petitions via the internet... However, the inspection sector has its own characteristics, so the implementation of building an e-Government in the sector has encountered some difficulties.
"We are trying to research and develop a process, but when meeting people, we have to meet them in person, listen to what they say, and even after listening to everything, it is still difficult. The process of resolving complaints and denunciations is very long and complicated, so meeting people via the internet is a difficult problem," said Mr. Liem.
Despite the difficulties, according to Mr. Tran Ngoc Liem, the Government Inspectorate is still trying to implement it because "if this goes smoothly, it will help people avoid having to travel."
"Recently, the Government Inspectorate has sought opinions to develop a process for receiving citizens online. We will receive citizens both in the traditional way and online," said Mr. Liem.

Summary of the situation of building e-GovernmentDeputy Head of the Government Office Nguyen Cao Luc said that 62/95 ministries, agencies and localities have completed upgrading document management and administration software.
To date, 85/95 agencies have integrated specialized Government digital signatures; 68/95 ministries, branches and localities have used private security servers; 27/95 units are using shared servers provided by the Government Office.
Director of the Ministry of Construction's Information Center Nguyen Ngoc Quang expressed his wish that the Government issue a decree to replace Decree 102 on management of investment in information technology applications using state budget funds, or incorporate the above content into Decision 80/2014 regulating the rental of information technology services.
"Many recent documents state that IT service outsourcing is a priority, but there are no instructions. If we do it, it would be reckless and very scary. So having a strong enough legal basis to implement it would be less complicated," said Mr. Quang.
He said that in reality, when renting software, the units offer very different prices, some places offer tens of millions of dong, but there are also businesses offering hundreds of millions of dong per month. However, if choosing a cheap place, the units are afraid of not ensuring safety and security, choosing a place with an expensive price is more secure but "don't know how to handle the financial problem".
