Removing many bottlenecks for key projects
(Baonghean) - To "remove obstacles" for many key projects being implemented in Nghi Thiet commune (Nghi Loc district), on the morning of September 25, Chairman of the Provincial People's Committee Nguyen Xuan Duong chaired a dialogue that lasted nearly 5 hours, listening to and resolving questions from local people.
Questions and concerns of the people
Three major projects are being implemented in Nghi Thiet, including: Clinker Grinding Station, Vissai Seaport and DKC Petroleum Depot. These are three key projects in the province's regional economic development strategy. However, construction in the area is being delayed due to problems in site clearance or obstructions. At this dialogue, Chairman of the Provincial People's Committee Nguyen Xuan Duong asked the people to frankly express their opinions and aspirations.

Specifically, for the Vissai Seaport project, households in Nam Thinh and Bac Thinh hamlets have not agreed to the support regime for fishing and seafood.
in the Bai Chuoi area, which still hinders construction. People in the above hamlets request a plan to determine the number of production months in a year and the daily income level to calculate support money, creating conditions for career change and job search.
Meanwhile, the DKC Petroleum Depot project is stuck in the process of moving graves and clearing the land. Currently, nearly 400 graves have not been moved because the households have not agreed to the compensation inventory; out of 671 graves that have agreed on the plan and paid compensation, only 267 have been moved. The reason is that they have not found a location to move or do not agree to move to a centralized cemetery. Some people have raised concerns about the construction units not publicly excavating some graves, saying that this is an action that affects spiritual beliefs, causing resentment among the people.

In addition to questions directly related to the construction process of the projects, many opinions are concerned about the impacts of the projects on the environment and people's lives. Mr. Vo Van Gun, Chua 1 hamlet, expressed concern about the environmental protection plan of the projects: "Do the directors of these companies commit that after the project is put into operation, it will not cause environmental pollution?", and Mr. Gun emphasized that if attracting investment affects the environment, it will go against the direction of the Prime Minister. Households in Nam Thinh and Bac Thinh hamlets reported that the construction of residential roads and N4 road caused cracks in people's houses and that compensation had not been paid in time. Mr. Nguyen Hoang Huong, Moi hamlet, reported that water overflowing D4 road affected people's lives and requested that the Southeast Economic Zone soon find a solution to resolve the issue.
Regarding the incident of people opposing the functional forces protecting the construction on July 30 at the Vissai Seaport project, Bai Chuoi area, many opinions requested that the authorities at all levels provide specific explanations.
Commitment and explanation of all levels, sectors and investors
A total of 27 opinions were raised at the dialogue, which were answered by representatives of various industries and investors.
Mr. Nguyen Ngoc Oanh - General Director of The Vissai Group, the investor of the Clinker Grinding Station and seaport in Nghi Thiet, committed that the project will use the latest European technology, ensuring that it will not cause environmental pollution in terms of wastewater or dust after being put into operation. Regarding the opinion that the blasting process of the construction of the residential road into Bac Thinh and Nam Thinh hamlets caused cracks in houses, this unit committed to make compensation before October 30, 2016.
Similarly, regarding the opinion that the construction of D4 road caused cracks in houses, Deputy Head of the Southeast Economic Zone Management Board - Mr. Ho Ngoc Bao said that he had invited the insurance company to make full calculations, announce compensation figures for each household, and the basic compensation plan was agreed upon by the people. Mr. Bao affirmed that he would pay as soon as the people confirmed their agreement.

Regarding support for fishing households, Vice Chairman of the Provincial People's Committee Le Ngoc Hoa said that the province agreed to increase the support period for fishing households to facilitate career change and job search according to the following levels: regular fishing is 10 months, irregular fishing is 6 months and the remaining subjects are 3 months. However, the average income level remains at 200,000 VND/day and cannot be increased due to regulations.
Representing the investor of the DKC Petroleum Depot Project, Mr. Thai Hong Huong - Deputy General Director of Thien Minh Duc Company committed that the unit will pay utmost attention and caution in the construction work related to the issue of exhumation of graves within the scope of the project.
Director of the Provincial Police, Colonel Nguyen Huu Cau, responded to the people's concerns about the incident on July 30 at Vissai Nghi Thiet Seaport as the head of the Provincial Police, and also a son of his homeland. The Director of the Provincial Police affirmed that the deployment of the police force to protect the construction at that time was in accordance with regulations and documents from the State agency. Those who opposed the law enforcement officers and disturbed public order have surrendered. The Director of the Provincial Police also shared: Nghi Thiet is a land with a tradition of revolution and love of learning, but because it failed to attract investment capital during the period of national opening, the development speed is slower than the surrounding localities. Therefore, local people need to have trust, a cooperative attitude and be open to projects that are attracted to the locality.
On behalf of the chair of the dialogue, Vice Chairman of the Provincial People's Committee Le Ngoc Hoa affirmed to the people that the province will monitor the implementation of the promises of the investors to the people today and requested that the Vissai investor create conditions to solve employment for local children.
After 5 hours of frank dialogue, Chairman of the Provincial People's Committee Nguyen Xuan Duong concluded: In the process of implementing projects, there are problems, authorities at all levels and functional sectors must propagate and inform so that people have full and correct awareness and consensus to create favorable conditions for investors. In the past, there were incidents affecting construction progress and people's psychology, the cause came from both sides, but authorities at all levels, sectors and investors must seriously consider and learn from experience so that in the future there will be smooth coordination, not affecting the legitimate rights of the people. In addition, the province will allocate funding to support proposals such as repairing Nghi Thiet Secondary School, building meeting halls in Nam Thinh and Bac Thinh hamlets... “We are very grateful to the people and appreciate their frank opinions at this dialogue. The province pledges to direct and supervise investors and all levels of sectors to fulfill today’s promises. Please support investors and projects to contribute to local development,” the Chairman of the Provincial People’s Committee affirmed.
The project to build the DKC Petroleum Depot was approved by the People's Committee of Nghe An province in the detailed planning in Decision No. 1933/QD - UBND.DT dated May 18, 2015. This project has 24 residential land plots affected by the project. Up to now, the District People's Committee has approved the compensation plan, site clearance for 13 households, and paid money to 12 households. The project to build a cement grinding station of Song Lam Cement Factory in Nghi Thiet commune was approved by the Provincial People's Committee for detailed construction planning at a scale of 1/500 in Decision No. 1466/QD-UBND-XD dated April 16, 2015. Currently, Nghi Loc district has approved the compensation and support plan for 128 households affected by land, trees, and graves and has paid compensation and support to households in accordance with regulations. The Vissai Seaport construction project was approved by the People's Committee of Nghe An province in Decision No. 5297/QD-UBND.DT dated November 12, 2015. Up to now, support money has been paid to 32 fishing households anchoring and fishing at Bai Hau, and the Bai Hau area has been handed over to the construction unit. |
