Adding 'sac' mark to high school diploma, commune chairman proposed for disciplinary action
A commune chairman in Dak Nong province has just been proposed to be disciplined for using an illegal high school diploma and declaring dishonest civil servant records.
On the morning of April 29, a leader of Kien Thanh commune confirmed: Kien Thanh commune Party Committee has just proposed that the District Party Committee and People's Committee of Dak Rlap district remove from all positions Mr. Mai Xuan Sang (57 years old, member of the Party Committee of Dak Rlap district, Deputy Secretary, Chairman of Kien Thanh commune People's Committee) because of violations in using an illegal high school diploma and declaring dishonest civil servant records.

According to the above leader, Mr. Sang did not pass the high school graduation exam but used the high school diploma of a person named Mai Xuan Sang and added the sharp accent to the word Sang on that high school diploma to make his name Sang. Then, Mr. Sang used this illegal high school diploma to legalize his civil servant profile as a leader of Kien Thanh commune. Meanwhile, Mr. Sang's civil servant profile recorded his educational level as 12/12 and his Party profile recorded his educational level as 11/12.
Speaking to reporters over the phone, Mr. Mai Xuan Sang said: From 1996 to 1998, he studied high school at Dak Rlap District High School (former Dak Lak province), but due to family reasons, he could not graduate. In 1998, he asked an acquaintance at the Dak Lak Department of Education and Training to make him a high school diploma under the name Mai Xuan Sang.
"My acquaintance at the Dak Lak Department of Education and Training did it for me, I didn't buy or sell anything. I also admitted all my mistakes and asked the District Party Committee and Provincial Party Committee to only remove me from the position of District Party Committee member because I have contributed a lot to the commune," Mr. Sang explained.

Mr. Le Thanh Ngan, Standing Deputy Secretary of Dak Rlap District Party Committee, said: Through inspection according to the complaint of the people in 2016, Dak Rlap District Party Committee discovered that Mr. Mai Xuan Sang used an illegal high school diploma and declared dishonest civil servant records.
"Because Mr. Sang is a member of the District Party Committee, we have reported the inspection results and proposed disciplinary action to the Inspection Committee and the Standing Committee of the Provincial Party Committee. When there is direction from the Standing Committee of the Provincial Party Committee, the District Party Committee will take disciplinary action against Mr. Sang according to the regulations of the Party and the State," Mr. Ngan added.
It is known that in 1999, Mr. Sang was the deputy village head of village 6, Kien Thanh commune. After that, he was transferred to work as a union officer and police officer of the commune. In 2008, he was elected Vice Chairman of Kien Thanh commune People's Committee. From 2010 to present, Mr. Sang was elected as a member of the Executive Committee of Dak Rlap District Party Committee, Deputy Secretary and Chairman of Kien Thanh commune People's Committee.
