On the afternoon of June 30, the Department of Home Affairs had a meeting with the People's Committee of Cua Lo town according to the program of inspecting administrative reform work in the town in 2017. On the town side, there were Mr. Doan Tien Dung - Deputy Secretary of the Town Party Committee, Chairman of the Town People's Committee; Vo Van Hung - Vice Chairman of the Town People's Committee, and leaders of specialized departments and units under the Town People's Committee. |
Through the inspection of administrative reform work at the People's Committee of Cua Lo town and for the two wards of Nghi Thu and Nghi Huong, the fiscal year from January 2016 to May 31, 2017, the working delegation of the Department of Home Affairs noted that the administrative reform work was led and directed by the People's Committee of the town and the grassroots in all stages.
The work of developing and promulgating legal documents, self-inspection and inspection and review of legal documents has been focused on. In 2016 and the first 6 months of 2017 alone, the town self-inspected and reviewed 582 documents. The town has reviewed and stabilized its apparatus; associated with the promulgation of the working regulations of the Town People's Committee for the 2016-2021 term; regulating the functions, tasks and powers of the specialized departments and offices of the Town People's Committee.
Receiving and returning results under the modern interconnected "one-stop" mechanism at the Town People's Committee and "one-stop" at the Ward People's Committee basically resolves quickly, in advance and on time with organizations and individuals. The Town also has many solutions, strengthens inspection and supervision of discipline enforcement, administrative discipline, public service inspection; contributing to strengthening discipline and administrative discipline in agencies and units. In 2016 alone, the Town conducted inspections at 15 departments, offices, units and 7/7 wards.

However, at the meeting, the working group of the Department of Home Affairs also analyzed and clarified some limitations in the administrative reform work of the town. Mr. Pham Van Luong - Head of the Administrative Reform Department, Department of Home Affairs, said: Although the Provincial Party Committee has issued a resolution on promoting administrative reform, the town has not yet specified it with a separate thematic resolution of the Town Party Committee.
The review of documents is not timely, because there are many documents whose validity has expired but are still in use. The review and publication of administrative procedures is not timely. For example, in the 2 wards inspected, Nghi Thu and Nghi Huong, each locality has 120 and 121 procedures issued in 2009, after 7 years of implementation, the reality has changed but this set of administrative procedures is still being implemented.
Receiving documents and returning results still have some limitations, such as being slow in time, information recorded in documents is not complete;..

Acknowledging the limitations and shortcomings pointed out by the working delegation, Mr. Doan Tien Dung - Deputy Secretary of the Town Party Committee, Chairman of the Town People's Committee also raised a number of contents that the town will focus on, such as determining job positions, associated with improving the responsibility and public ethics of the team of cadres and civil servants from the town to the grassroots.
Evaluate and resolutely transfer weak and irresponsible officials and civil servants, especially in the department of receiving and returning results under the one-stop mechanism. At the same time, strengthen the application of IT in management, operation and implementation of public duties of authorities at all levels....
Concluding the meeting, Mr. Le Dinh Ly - Deputy Director of the Department of Home Affairs requested the Town People's Committee to focus on overcoming the limitations and shortcomings pointed out by the delegation; continue to direct the good implementation of Directive 26/CT-TTG of the Prime Minister, Directive No. 10/2013/CT-UBND of the Provincial People's Committee and Directive 17/CT-TU of the Provincial Party Standing Committee; link the annual classification of cadres and civil servants with the observance of discipline and administrative discipline; create positive changes in administrative reform; improve the effectiveness and efficiency of the State apparatus; enhance people's trust in Party committees and authorities at all levels in the town.
